What We Do
The Public Works Department provides a variety of services related to the development, construction, inspection, improvement, and maintenance of the City's infrastructure. This infrastructure includes traffic lights, sidewalks, streetlights, and roadways. In addition, Public Works runs the following enterprise operations: Water, Solid Waste, Wastewater, Stormwater, and Parking Operations.
What We're Looking For
The City of Beverly Hills is seeking qualified candidates for the position of Environmental Compliance Inspector to ensure conformance with environmental programs. The incumbent of this position will be responsible for performing environmental compliance inspections, plan review, and recordkeeping related to environmental compliance.

The best qualifying candidates will be invited to a virtual interview which is tentatively scheduled to take place during the week of January 6, 2025 (all dates are subject to change). All candidates who pass the first round oral exam/interview will earn placement on an eligibility list, which may be used for current and future vacancies in the job classification. The eligibility list established for this recruitment may also be used to fill a lower-level position.

Disaster Service Workers: All City of Beverly Hills employees are designated Disaster Service Workers through state and local law (California Government Code Section 3100-3109). Employment with the City requires the affirmation of a loyalty oath to this effect. Employees are required to complete all Disaster Service Worker-related training as assigned, and to return to work as ordered in the event of an emergency.
Major Duties
EXAMPLES OF ESSENTIAL DUTIES- Duties may include, but are not limited to, the following:
- Reviews construction plans for compliance with environmental regulations.
- Inspects both private and public facilities to assure compliance with applicable federal, state and local environmental regulations. Assists in preparing informational materials related to compliance with environmental regulations. Educate the public to promote environmental goals and to assure compliance with environmental mandates.
- Administer the City's cross connection control and backflow prevention program; maintains records; and coordinates work with other City departments, and outside agencies including the County Health Department.
- Issues violation letters to property owners, managers, and building superintendents to enforce backflow protection requirements and eliminate cross-connections and water pollution.
- Responds to environmental violations such as, but not limited to, illegal discharges & illicit connections to the sewers, streets and storm drains.
- Responds to complaints regarding sewer stoppages, water pollution, backflow, cross-connection devices, and damage to public property by improper waste disposal practices.
- Enforces environmental and other City codes through the issuance of citations and other enforcement actions permitted by federal, state and local regulations, including but not limited to providing supporting documents related to legal proceedings which may evolve from violations.
- May provide testimony in legal proceedings.
- Provides clear and concise reports and documentation related to environmental and construction inspections.
- Prepares and maintains various reports, records, correspondence and files related to environmental regulations. Perform various specialized recordkeeping functions using the asset management system and other software programs.
- Inspects sidewalks, streets and alleys to ensure this public right-of-way is safe for pedestrian traffic.
- Trains city staff on environmental regulations and compliance related to areas of responsibility.
- Respond to emergency situations during and after working hours, as required.
- Build and maintain positive working relationships with co-workers, other City employees and the public using principles of good customer service.
- Perform related duties as assigned.
Minimum Qualifications
Experience and Training
Any combination of experience and training that would provide the required knowledge and abilities is qualifying. A typical way to obtain the required knowledge and abilities would be:
Experience:
- Three (3) years of journey level technical or experience in public works inspection, construction, maintenance or utilities administration.
- Two (2) years' experience in environmental compliance and reporting is desirable.
Education:
- High School Diploma or equivalent; and
- Two (2) years of college/technical school coursework related to Chemistry, Biology, Environmental Science, or a closely related field.
License and Certificate: - Possession of a valid California Class C (or higher) driver's license or out of state equivalent.
- Possession of a Penal Code 832 certification within 1 year from date of hire.
- Possession of an Environmental Compliance Inspector Grade 1 Certificate from the California Water Environment Association (CWEA), or ability to obtain within 1 year from date of hire.
- Possession of a valid State of California Cross-Connection Specialist Certification, or ability to obtain within 1 year from date of hire.
- Possession of a Qualified Stormwater Pollution Prevention Plan (SWPPP) Practitioner (QSP) and/or Qualified SWPPP Developer (QSD) is desirable.
- Possession of National Pollutant Discharge Elimination System (NPDES) Inspection Certification is desirable.
Knowledge, Skills & Abilities
Knowledge of:
- Principles, standard specifications, methods, materials, equipment and safety hazards and practices of public works construction.
- Methods and equipment related to service connections and backflow prevention devices.
- Relevant local, state and federal laws, rules and regulations related to areas.
- Basic mathematics, including algebra, geometry and trigonometry.
- Safety methods and procedures.
Ability to:
- Know and understand operations and observe workplace rules
- Identify and locate equipment; interpret work orders; and explain jobs to others.
- Use a variety of hand and power tools or equipment for field inspection purposes.
