Scope of Work
Facilitates safety training of employees; conducts incident and injury investigations; assists departments in maintaining environmental compliance with Federal, State, and local regulations. This position reports directly to the Safety and Risk Manager.

Essential Job Duties
- Performs a variety of routine and complex administrative, technical, and professional work in analyzing and administering environmental and safety programs
- Develops, maintains, and enforces environmental, health, and safety policies
- Conducts periodic environmental, health, and safety audits in City of Midland facilities and site observations on City of Midland employees ensuring adherence to safety policies and the Texas Manual on Uniform Traffic Control Devices (TXMUTCD)
- Conducts incident investigations, and ensures that corrective action is taken to prevent future incidents; communicates recommendations to relevant parties promptly
- Coordinates and conducts work area assessments and program evaluations to determine the presence of hazardous conditions and identify department program deficiencies
- Assists departments with specific training needs by scheduling outside training activities, and trains production departments on proper safety practices
- Develops, types, and files correspondence, and maintains the filing system; maintains complete and accurate records
- Instructs employees so as to maintain compliance with the Hazardous Communications Act, and administers the material safety data sheet (MSDS) online database
- Drives a motor vehicle to locations throughout the City to conduct investigations and on-site observations, provide support services to other departments, and transport employees for alcohol and drug testing
- On call 24/7
- Attendance at work is an essential function of this position.
Physical and Environmental Conditions
While performing the essential functions of this job, the employee is required to sit, stand, and move about a building, with the ability to work in an outdoor environment in all weather conditions and during varying hours.
Required Qualifications
Knowledge, Abilities, and Skills
- Ability to be helpful and positively interact with other persons at all times
- Excellent oral and written communication skills (short writing sample required with application)
- Self-motivation and good problem-solving capabilities
- Ability to read and interpret safety and environmental manuals and regulations
- Proficiency in word processing, spreadsheet, and database programs
Minimum Education, Experience, and Certification:
- Bachelor’s Degree or equivalent documented experience in safety and environmental compliance or related field
- Valid Texas driver license
