JOB SUMMARY: This position is part of the Office of Environmental Management - Carlsbad Field Office. The Program is a dynamic, one-year developmental program that promotes careers in the Federal Government. Participants in the Program receive training and professional development, complete an Individual Development Plan, and are assigned a mentor. Graduates who successfully complete the requirements may be eligible for non-competitive conversion to a term or permanent position in the civil service. MAJOR DUTIES: The following are the duties of this position at the GS-14. Since you are being selected at a lower grade level, you will have the opportunity to learn to perform all these duties and will receive training to help you grow in this position. As a Health Physicist, you will: Establishes and implements a complex and comprehensive Radiation Protection Program involving integration of a broad range of engineering and scientific disciplines at assigned sites/facilities. Approves, implements, monitors, verifies, and coordinates radiation protection programs and advises U.S. Department of Energy management in the establishment of control procedures for radiation exposure to personnel. Interprets organizational radiation safety policy and guidance. Conducts reviews of proposed construction, decontamination, and decommissioning of facilities, including equipment and instrumentation. Provides technical and operational oversight, guidance, and advice to the Carlsbad Field Office (CBFO) organization, stakeholders, and management on a variety of general programs for the Waste Isolation Pilot Plant (WIPP) and National Transuranic (TRU) Waste Program (NTWP). Analyzes CBFO's contractor radiation protection systems and programs, determining its adequacy for producing desired outcomes, identifying performance goals, indicators, and developing and implementing health physics Integrated Safety Management (ISM) Program to evaluate and verify contractor performance. Serves as a liaison with all levels of Federal, state, and local authorities on complex radiological issues affecting environmental protection, public health, and safety.
