MAJOR DUTIES: This announcement will be used to fill various positions in the Office of State and Community Energy Programs (SCEP) Departments to include Business Operations, Weather Assistance Programs, Community Energy Programs, and Partnerships. The position title may vary but the premise of the duties will include Technical Project Officer. Working as a Technical Project Officer you will: Negotiate and oversees project plans, budgets and schedules with applicants and awardees to establish baselines and manage awards. Manage all aspects of the of the project's finances. Oversees award funding and tracks financial obligations and expenses throughout the planning, execution, and close-out of awards. Work with stakeholders and key leadership in various Federal agencies, State and local governments, non-profits, community organizations, special interest groups, and environmentalists. Provide technical and project management expertise and assistance to the contracting officer (CO) and program officials. Directs the management of large numbers and types of grants or cooperative agreements supporting all aspects of clean energy projects.
