ASSOCIATE GOVERNMENTAL PROGRAM ANALYST
Job Description and Duties
Under the direction of the District Assistant Budget Manager, a Staff Services Manager I, the Associate Governmental Program Analyst (AGPA) serves as the District Project Control Officer. The incumbent works directly with Project Managers and performs highly technical and complex budget analysis; interprets financial aspects of cooperative agreements; analyzes various project expenditures using multiple departmental databases; addresses mischarges and works with Project Managers to make expenditure adjustments as necessary. Provides support to District staff regarding the interpretation of accounting procedures.
The ideal candidate will maintain consistent and regular attendance; possess advanced computer skills including Microsoft Excel, Work and Outlook; consistently practice the principles of completed staff work; display the ability to work well under pressure, maintain accurate records, and exercise good judgement; communicate clearly and effectively, both orally and in writing with all levels of staff; exercise a high degree of independence in carrying out assigned duties; have the ability to manage multiple priorities, and establish and maintain cooperative working relationships and willingness to assume special projects.

Desirable Qualifications
1) Principles of basic Accounting.
2) Computer proficiency and knowledge of various computer software applications such as Microsoft Word, Microsoft Excel, Microsoft PowerPoint, and Microsoft Outlook, and the Internet.
3) Ability to reason logically and creatively, and utilize a variety of analytical techniques to resolve complex problems.
4) Develop and evaluate alternatives; analyze data and present ideas and information effectively both orally and in writing.
5) Consult with and advise administrators or other interested parties on a wide variety of subject-matter areas.
6) Gain and maintain the confidence and cooperation of those contacted during the course of work.
7) The incumbent must be able to work with minimal supervision.
8) Apply specific laws, rules, and office policies and procedures.
9) Ability to interact as a team member in a fast-paced environment.
