JOB SUMMARY: This position is located in the administrative office of Yukon-Charley Rivers and Gates of the Arctic National Park and Preserve, in the Inventory and Monitoring Division. MAJOR DUTIES: The incumbent serves as the Supervisory Network Program Manager for the Central Alaska Network, which is part of the Inventory and Monitoring Division (IMD), Natural Resource Stewardship and Science Directorate (NRSS), National Park Service (NPS).The Central Alaska Network (CAKN) is one of 32 National Park Service (NPS) inventory and monitoring networks nationwide that is implementing vital signs monitoring in order to assess the condition of park ecosystems and develop a stronger scientific basis for stewardship and management of natural resources across the National Park System. The primary purpose of the Inventory and Monitoring Program is to develop, organize and make available natural resource data and to contribute to the Service's institutional knowledge by facilitating the transformation of data into information through analysis, synthesis, and modeling.Major duties include: Develops, implements, and manages the vital signs monitoring and baseline inventories for three national park units. Serves as principal advisor for the Inventory and Monitoring (I&M) of natural resources for the parks and the network and is responsible for program development and implementation. Supervises and is responsible for a full range of technical and administrative supervisory responsibilities for staff members, including a data manager and a combination of ecologists, biologists, biological science technicians and physical scientists. Performs administrative functions related to implementing the program such as writing annual work plans and reports, overseeing contracts and agreements, managing projects, establishing priorities, work schedules, and field work and safety protocols. Develops and manages a budget of approximately $1,700,000 annually. Physical Demands: Field work requires strenuous physical activity including periods of standing, hiking, climbing, and lifting and carrying heavy objects. Some field activities occur in physically dangerous or uncomfortable settings. Documentary research and report-writing is sedentary, which entails the ability to concentrate and write for long periods of time. Working Conditions: Work is performed primarily indoors. Field work is performed outdoors in all types of weather. Outdoor assignments may be performed in potentially hazardous areas including steep slopes, rocky terrain, arctic environments, and/or forests, as well as exposure to biting insects.
