MAIN FUNCTION

- Plans, directs and controls the compliance requirements to environmental, health and safety functions of the corporation.
- Develops and implements corporate programs to insure compliance to regulations, and rule requirements from Permits, Consent Decrees, NOV's, and other legal settlements. Then helps implement those regulations to policies and procedures for proper implementation at operating plants.
- Possess Carbon Black 101 knowledge - manufacturing process, equipment and regulatory requirements via plant visits.
- Knowledge of required permits, specific conditions, records documentation, timing requirements and preparation.
- Provides leadership in the risk assessment and investigational matters in relation to EHS activities.
- Assist field EHS Superintendents to be successful; compliance, permitting, safety and daily requirements.
- Experience with ISO 14001 Auditing and Compliance, SPCCs (Spill Prevention Control and Counter measure Plans), and SWP3 (Storm Water Pollution Prevention Plans).
- Represents the company in ICBA (International Carbon Black Association) and North American Product Safety and Regulatory Committee (NAPSRC) activities.
DUTIES AND RESPONSIBILITIES
Environmental
- Monitors and achieves compliance with regulatory permits and statues. Deals directly with Federal (EPA), State, and local agencies for Consent Decree (CD) compliance reports, monitoring plant compliance to the CD, operating permits, application and compliance requirements.
- Establishes proper systems and procedures for monitoring, collection, and testing of potential air, water, and ground pollution samples. Make necessary corrective action as appropriate.
- Actively leads the development and implementation of employee/public/community relations m environmental education, care, and advocacy.
- Manage employee Consent Decree (CD) training (quarterly) to ensure compliance.
- Manage all the issues of oil dike heights and volumes to hold 110%.
- Report on equipment usage of water, size, rates, discharge levels, locations, flows of rainfall, etc.
- Knowledge of flow diagrams, water sources (including storm water) run-off from where, recycle use in quenches, volumes of water from water-cooled air compressors, oil-gun cooling quench water, 15-gal/hour boiler water, molasses mixed water, potassium tank water, and all other contributions to the pond water.
Safety
- Develops and administers company policies and procedures to assure compliance with all applicable laws.
- Performs regulatory audits. Participated in PSAs.
- Establish best process in the area of work conditions and practices. Provides training and education to management, supervision, and employees alike.
- Assist with company-wide safety records and responds to all internal and external reporting requirements.
- Identifies and evaluates industrial hygiene as it relates to workplace hazards and exposures.
- Develops and maintains documentations including MSDS, labels, and records of chemicals, products, and materials used in Company operations.
- Ensure compliance with all OSHA issued guidelines and standards.
- Ensure Heat Stress card guidelines are monitored and followed.
- Ensure PACE and Drug (NH, Post-accident, suspicion and random), Haz Waste, Confined Space Entry, Lockout/Tagout, Hearing & Fall Protection, Hazard Communication and Good Housekeeping training is done annually.
- Reviews the Plant Safety Assessments (PSAs) and follows up on actionable items.
- Reviews Accident investigations and reporting of injuries and near misses programs for enhancements, improvement or training purposes.
Health
- Establishes appropriate medical monitoring, assessment, and testing programs for employees.
- Oversees the design and implementation of effective worker's compensation program and coordinates with insurance agencies to optimize costs and benefits.
- Manages and coordinates with OSHA and ensures compliance to agency rules.
- Follow DOT - PMSHA Drug Testing guidelines.
- Monitor Rx drugs provided to WC Injured employees.
Risk Assessment and Risk Management
- Obtains thorough understanding of the potential risk or exposure relating to Company's performance in the EHS area. Deploys appropriate training and security systems and practices.
- . Provide effective plan and strategies to minimize or eliminate exposure to loss of property or assets. Coordinate with legal counsel when necessary.
- Advise senior management of the EHS status through appropriate performance metrics on a regular (monthly) basis.
Leadership
- Creates a team oriented work environment within the corporation. Train plant EHS personnel, as needed.
- Be a proactive team member for increasing stakeholder value through the EHS activities.
EDUCATION AND EXPERIENCE
- BS in Biology, Chemistry, or Chemical Engineering. MS in Environmental Health. 10 to 15 years of relevant work experience, including 5 years of demonstrated success in a senior level corporate EHS position with a similarly-sized manufacturing company or consulting firm.
- Proficient with computerized, integrated information systems.
- Excellent communicator, both oral and written.

Pay: $86,470.00 - $94,730.00 per year
