This is Intermediate first level professional environmental work performing low to mid complexity application/project reviews, site inspections, data entry and analysis, drafting reports/permits and other correspondence and assisting with the development and implementation of the statewide Air program. The job requires skills in applying instructions to accomplish different job functions and a general understanding of scientific principles.

The Northwest District is located along the Gulf Coast. We proudly serve 16 counties in the Florida panhandle including Bay, Calhoun, Escambia, Franklin, Gadsden, Gulf, Holmes, Jackson, Jefferson, Leon, Liberty, Okaloosa, Santa Rosa, Wakulla, Walton and Washington. This district has three offices located in Pensacola, Panama City and Tallahassee. This position is available in the Pensacola office located at 160 W. Government St., Pensacola, FL., 32502.

Your Specific Responsibilities:
The employee in this position reviews and provides evaluation for compliance and for permit applications primarily related to the Air Resource Management Division. This will include ensuring compliance with existing permits, preparing permits and fact sheets, and conducting onsite inspections, if necessary, to verify information submitted with applications for permits for new, existing, and modified facilities.
Duties include but are not limited to:
- Conduct detailed reviews of permit applications and/or technical report documents for conformance to Florida Administrative Code, Federal CFRs, and other technical documents such as AP42 (EPA Source Emission Factors).
- Review permit applications for compliance with applicable requirements, using information supplied through application documents, inspection reports, operating reports, and personal inspections as necessary.
- Plans and conducts inspections, site visits and other required field work, or conducts records reviews necessary for compliance evaluations. This includes, but is not limited to, reviewing permit files, reports, and other documents, as well as performing calculations and technical reviews. When necessary, make enforcement recommendations to supervisor.
- Conducts follow-up activities to assist facilities in returning to compliance without enforcement.
- Responds to, investigates, and takes steps to resolve complaints.
- Prepare air construction and operation permits; exemptions; and any related documents in a manner that is technically correct, clear, concise, and consistent with prescribed rules and department guidance and procedures.
- Perform reviews of process equipment design and emission calculations to assure compliance with applicable state and federal emission requirements.
- Complete projects independently and within timeframes specified by Department rules, guidance, and procedures.
- Evaluate comments on public notices and assist with representing the Department in meetings with permit applicants and public hearings as needed.
- Input data into the Air Resources Management System (ARMS) and documents into Oculus accurately and within required timeframes.
- Perform field inspections of facility operations to enhance understanding of the facility processes, to evaluate proper recordkeeping, and to ensure effective controls are in place.
- Work toward accomplishing program goals, objectives, key performance indicators and metrics as required.
- Participate in multi-program cross-training activities.
- Performs other duties as needed.

- Skill in collecting, evaluating, analyzing and interpreting scientific or technical data.
- Ability to conduct field inspections/investigations that may involve working outdoors for extended periods of time in temperatures and weather conditions typical of Florida and navigating areas with rough terrain.
- Knowledge of field sampling techniques for soil, groundwater, surface water, and sediment.
- Ability to evaluate, analyze and interpret aerial photography, site plans and drawings.
- Knowledge of engineering design, construction, operations techniques, principles, and terminology.
Minimum Qualifications
- Valid Driver's License and ability to travel as needed.
- Bachelor’s degree from an accredited university or college; and one year of verifiable related experience; or Any combination of post-secondary education or verifiable related experience, as described above, for a total of five years.
- Upon appointment must complete OSHA 24-hour HAZWOPER certification and OSHA 8-hour HAZWOPER refresher annually thereafter.
- Pursuant to sections 110.1127 and 435.04, Florida Statutes, and DEP Directive 422, Background Investigation, is required to successfully complete a background and fingerprint check.
