The City of Stockton is seeking to fill one Senior Environmental Control Officer position in the Municipal Utilities Department's (MUD's) Environmental Control Division. The candidate will provide a leadership role in working with all aspects of the City's Industrial Pretreatment Program, Fats, Oils and Grease Control Program, Waste Hauler Program and Dental Amalgam Program. Supporting compliance with the City's National Pollutant Discharge Elimination System (NPDES) permit, the candidate will perform a variety of duties including commercial and industrial inspections and wastewater sampling, managing inspection records and reports, enforcing federal, state and local regulations, permitting new industrial users, reviewing plans and applications, training and developing division employees, and providing effective customer outreach and education. The ideal candidate is someone who is innovative with strong leadership skills capable of performing work in a regulatory environment. The current work schedule is a 9/80 - Monday thru Thursday 7:30 a.m. - 5:00 p.m., Friday 7:30 a.m. - 4:00 p.m. (every other Friday off)
Incumbents in this position are included in the Civil Service system, in a "for cause" employment status, and are represented by Operating Engineers Local No. 3 Operations and Maintenance unit.
This recruitment is being conducted as an Open/Promotional recruitment. Current full-time City of Stockton employees may apply for this position as a promotional opportunity and successful candidates will be placed on a promotional list. Prior to appointment, eligible candidates will be required to submit to and successfully pass a background investigation, which includes fingerprinting.Performs skilled work in the inspection and monitoring of commercial and industrial wastewater and stormwater discharges for compliance with federal, state, and local regulations; assists in the enforcement of federal, state, and local pollution control laws and regulations; incumbents may provide lead direction and training to a group of Environmental Control Officers; performs related work as assigned.
CLASS CHARACTERISTICS
Under supervision, incumbents are assigned as the lead class responsible for providing direction and training to Environmental Control Officers, and handling more difficult and complex wastewater and stormwater discharge problems.

QUALIFICATIONS
Education/Experience
Entry level
Possession of an Associate of Arts degree or completion of sixty semester units or equivalent quarter hours from an accredited college or university with major course work in wastewater technology, chemical engineering, chemistry, physical sciences, or a closely related field. Relevant experience in an environmental field, i.e. analyzing wastewater, industrial discharges in a laboratory setting, operating a wastewater treatment plant or comparable work in a NPDES permitted storm water management program may be substituted for the educational requirement on a year-for-year basis up to two (2) years.
Journey level
In addition to the above one (1) year of experience in an environmental field, i.e. analyzing wastewater, industrial discharges in a laboratory setting, operating a wastewater treatment plant or comparable work in a NPDES permitted storm water management program. Additional relevant experience may be substituted for the educational requirement on a year-for-year basis up to two (2) years.
Senior level
In addition to the above, two years (2) of experience in an environmental field, i.e. analyzing wastewater, industrial discharges in a laboratory setting, operating a wastewater treatment plant or comparable work in a NPDES permitted storm water management program. Additional relevant experience may be substituted for the educational requirement on a year-for-year basis up to two years.
Other Requirements
- Must possess and maintain a valid California driver's license;
- Must obtain a valid 40 hour HAZWOPER certification within 6 months of hire;
- Must possess the strength and stamina to lift and maneuver objects weighing up to 50 pounds;
- May be required to perform after hours, nighttime, standby duty and inclement weather inspections, sampling and emergency responses;
- Entry level
- Must obtain a CWEA Grade I Environmental Compliance Inspector Certification within 18 months of hire.
- Journey level
- Must possess a CWEA Grade I Environmental Compliance Inspector Certification.
- Must obtain a CWEA Grade II Environmental Compliance Inspector Certification within 18 months of hire.
- Senior level
- Must possess a CWEA Grade II Environmental Compliance Inspector Certification
- Must obtain a CWEA Grade III Environmental Compliance Inspector Certification within 18 months of hire.
Knowledge of- Principles and practices of wastewater and stormwater technology, i.e. the pretreatment of industrial and commercial waste and accepted stormwater management techniques;
- Sampling methods, laboratory testing, and flow measurement techniques related to wastewater and stormwater;
- Applicable federal, state, and local laws, ordinances, codes, and regulations related to wastewater and/or storm water;
- Record keeping principles and practices;
- Safe work methods and safety regulations pertaining to the work;
- Basic supervisory principles and practices.
Skill in- Interpreting and applying complex laws, ordinances and regulations to specific pollution control situations;
- Using correct waste discharge and stormwater sampling and testing techniques to ensure compliance with regulations;
- Reading and interpreting construction drawings, plans, operational manuals, and discharge applications and specifications;
- Exercising sound independent judgment;
- Operating standard office equipment, including a personal computer and applicable software;
- Establishing and maintaining a positive and professional image with those contacted in the course of work, particularly in difficult enforcement situations;
- Establishing and maintaining effective working relationships with citizens and staff, emphasizing good customer service practices;
- Excellent oral, written, and reading skills;
- The preparation of written reports, correspondence, and memorandums, using good English grammar, spelling, and punctuation;
- Training others in work procedures;
- Interpreting and applying complex laws, ordinances, and regulations;
- Planning, assigning, directing, and reviewing the work of others.
The Examination:Applicants who qualify in terms of relevant work experience and education, that best fit the needs of the City, will be invited to participate in the examination process. The examination process may include a writing exercise, oral, and/or practical test weighted 100%. However, the City reserves the right to utilize alternative testing methods if deemed necessary. Candidates must receive a minimum passing score of 70%, as determined by the relative performance of all candidates in all portions of the examination. The City of Stockton requires employees in this position to reasonable respond to emergencies at all times. Employees will be required to maintain primary residence within 45 minutes of City Hall in order to timely respond to emergencies and meet the health, safety, and welfare needs of the City.
