GENERAL DESCRIPTION:
Under the direction of the Public Affairs/Safety Manager, develops, monitors, and coordinates safety programs for all facilities; investigates employee accidents and assures accident and illness hazards are removed from work environments. Implements new programs, coordinates safety inspections, identifies hazardous conditions, initiates corrective measures, coordinates compliance programs, and assists in development of safety guidelines. Assists in coordination of risk reduction and liability insurance programs in order to ensure prevention of loss and measure financial impact of risk. Acts as liaison between MWCD and the Public Employers Risk Reduction Program (PERRP), the regulatory compliance agency for public employers. Maintains and monitors the GPS vehicle tracking program used to ensure safe driving of MWCD vehicle fleet, trains staff on system as necessary, acts as liaison between MWCD and vendor for driving reports and GPS equipment in vehicles.

ESSENTIAL FUNCTIONS OF THE POSITION:

Responsible for writing and maintaining site-specific safety programs following PERRP/OSHA standards for all facilities as required by PERRP; continually updates written programs as necessary based on revisions to PERRP/OSHA standards; establishes and conducts/coordinates training as required for each program; coordinates first aid and CPR training as needed; may be required to maintain current CPR/First Aid Instructor certification as needed; prepares and maintains all necessary safety files and records (e.g., training records, audit response forms, written program materials, and other PERRP/OSHA required documentation); Acts as a resource for OSHA/PERRP standards and compliance issues; informs management of safety violations and helps to implement corrective measures; investigates and analyzes employee accidents to determine cause and ensure prevention of future occurrences.

Conducts job safety analysis and completes hazard assessment forms for job functions subject to safety regulations. Responsible for coordinating and/or conducting MWCD wide safety training programs. Researches and specifies safety equipment necessary for job functions performed throughout MWCD. Coordinates the bidding, purchasing, stocking and distribution of safety equipment and PPE for all MWCD facilities. Assists with the development of annual budget for safety related expenses. Sends PPE order forms annually and places annual order for employee PPE; delivers same to applicable locations throughout MWCD.

Monitors worker’s compensation claims: acts as liaison between the MWCD, the Bureau of Workers Compensation, third party administrators for workers compensation including Managed Care Organizations to resolve claim- related issues and ensure effective processing of claims. Assists the CFO, legal staff, and the Chief of Human Resources in analyzing worker’s compensation programs and related costs. Maintains PERRP/OSHA required logs and records, ensuring compliance, and posting of information. Prepares and maintains all necessary worker’s compensation files and records (e.g., worker’s compensation correspondence, third party administrator correspondence, managed care organization correspondence).

Monitors work related injuries/illnesses, acts as first contact for reporting and ensures compliance with PERRP/OSHA record keeping requirements for the same; Communicates worker’s compensation injuries and illnesses to human resources and coordinates employee communication regarding absence from work due to work related injuries with human resources staff. Acts as Coordinator for Transitional Work Programs; develops and implements driver safety programs for all facilities; researches and coordinates disposal of non-standard waste per EPA and/or local requirement;

Assists the Public Affairs/Safety Manager with coordination of the organization’s Business Continuity Plan, Disaster Recovery Program and Emergency Communications Plan; works with a team of employees to develop, update, and implement the over-all plan and each facility plan on an on-going basis; ensures on-going enforcement and compliance of all safety related policies, regulations, and standards; assists with claims management and risk minimization programs; assists in the analysis and/or investigation of non-employee accident reports to determine potential risk, safety hazards, and prevention of future occurrences.

Investigates employee safety complaints, provides technical interpretation of regulations and policies; attends meetings, seminars, and conferences to remain current with safety regulations; acts as liaison between MWCD and PERRP representatives; oversees completion of items on safety audit lists developed by Ohio Public Employee Risk Reduction, liability insurance company and applicable internal safety audits; evaluates and assesses risks and hazards to the general public at our MWCD facilities; conducts periodic playground safety inspections and attends training to remain certified for same; provides information, signs, posters, barriers, and other materials to warn of potential and actual safety hazards and to prevent access to hazardous conditions; serves as facilitator of any necessary safety committees by coordinating selection of members, setting meeting dates, preparing agendas, and maintaining meeting minutes; audits facilities to ensure compliance with OSHA/PERRP standards and MWCD safety programs.

Acts as the GPS vehicle tracking program facilitator, including maintaining and monitoring the GPS vehicle tracking program used to ensure safe driving of MWCD vehicle fleet, training staff on system as necessary, and acting as the liaison between MWCD and vendor for driving reports and GPS equipment in vehicles.
Researches and recommends funding opportunities for implementation of safety programs.
As directed by the Public Affairs/Safety Manager, may serve as liaison with USACE, EMA and other government officials in times of emergency and flood.
Works towards developing a safety program that is part of employee culture by informing and involving all levels of employees in safety issues and through planning and implementation of training programs for managers and employees in work-site safety practices. Ensures periodic safety meetings are conducted at each facility. Informs staff of safety issues through regular correspondence such as newsletters, memorandums, and emails.
Writes and updates facility emergency evacuation plans and conducts training for same.
Maintains required licensures and certification, if any.
Meets all job safety requirements and all applicable safety standards that pertain to essential functions.
Demonstrates regular and predictable attendance.
