GENERAL DESCRIPTION:
Under general supervision from the Deputy Chief - Facilities, performs a variety of technical functions to support design, construction, and maintenance of existing and proposed MWCD facilities and infrastructure. Performs project management tasks for both externally and internally designed projects.
Project types include water treatment and distribution, wastewater collection and treatment, boat ramps, marinas, public access, campground site development and all appurtenances, roadways, buildings, activities centers, park attractions and drainage features.

ESSENTIAL FUNCTIONS OF THE POSITION:

Performs project management duties associated with the implementation of the Parks Master Plan including the exercise of discretion and independent judgment with respect to matters of significance; may also manage projects in other areas as assigned (e.g., Duties include performance of office work directly related to the general business operations of the employer; manages engineering and architecture consultants including scoping, contracts management, project scheduling, cost estimating, design review and coordinating design reviews; coordinates work between consultants and internal departments).

Supports internally designed projects, performing both project management and design duties with internal project teams consisting of engineering, recreation, and conservation staff; coordinates work between MWCD departments.

Responsible for preparation and review of plans and specifications, reports, cost estimates, field investigations, environmental studies, and all tasks necessary to prepare projects for construction. Coordinates approvals and implementation of projects with other divisions, state, and local agencies; obtains permits and licenses from appropriate authorities; prepares and reviews bidding documents and construction documents as needed; coordinates design intention during construction and reviews construction projects as needed.

Attends and participates in meetings, seminars, training sessions, and conferences to improve technical knowledge; reviews literature on pertinent technical matters; assists Chief of Engineering in meetings with government agencies, land owners, utilities and other entities to coordinate and inform about projects.
Maintains required licensures and certification, if any.
Meets all job safety requirements and all applicable safety standards that pertain to essential functions.
