NSB Recruitment have an interesting and purpose driven role for an Environmental and Social (E&S) Consultant, where you'll be supporting key projects in E&S and HSE obligations.
My client specialises in delivering turnkey infrastructure solutions in healthcare, digital, and government administration sectors across Europe, Africa and Southeast Asia, and their active projects are in Senegal, Burkina Faso, Côte d’Ivoire, Ghana, Togo, Benin and Indonesia.
Our clients project stakeholders are public (governmental) clients, Equator lenders and Export Credit Agencies (ECAs), national and regional regulators and the local communities and users of their built projects.
We’re a global team working seamlessly with their French headquarters and with their regional offices on all project lifecycles, from pre-sales through pre-construction to construction and operation.
You will play a key role in procurement and reviews of all E&S deliverables throughout the project lifecycles (term of references [ToR], Environmental and Social Impact Assessments [ESIAs], Environmental and Social Management and Monitoring Plans [ESMPs], Stakeholder Engagement Plans [SEPs], Stakeholder Engagement [SE] and E&S Monitoring) and in fulfilling HSE site requirements during construction and operation, meeting international IFI’s and national requirements and standards.
Location - London 2/3 Days Per Week/Flexible Home Working
Your role and responsibilities include:
- Work closely with all business groups (pre-sales, design, construction, operation) during the management of E&S requirements of each project, based on its stage.
- Manage E&S contractors in all project phases (pre-sales, construction, operation):
- Contribute to the preparation of request for proposals (RFPs) for various E&S deliverables meeting international lenders and International Finance Corporation (IFC) standards, alongside national E&S requirements.
- Help with the preparation and review of external E&S consultants’ contracts in collaboration with the procurement and contracts administration department.
- Assist with E&S contractor’s management including purchase orders, invoices and payments in collaboration with the finance department.
- Participate to the management of E&S contractors during the preparation of E&S deliverables to ensure projects adhere to regional, national and international regulatory requirements and Ellipse Projects’ objectives:
- ESIA, ESMP, SEP, resettlement action plan (RAP), livelihood restoration plan [LRP], SE, etc.
- E&S monitoring and reporting during construction and operation phases.
- Provide support to the local HSE manager / community liaison officer (CLO) of all projects during construction and operation:
- Support and coordinate with the various HSE Managers / CLOs or each project, ensuing their adherence to the HSE/E&S requirements
- Support them in stakeholder engagement and the complaints management mechanism
- Review their monthly HSE reports
- Assist them in reducing and correcting HSE/E&S non-compliances
- Assist in interfacing with national and regional E&S regulators and agencies for all project stages:
- Management and timely reviews and submission of E&S deliverables including pre-validation workshops
- Obtaining environmental permits and consents and managing any changes to fully satisfy environmental compliance certifications
- Correcting non-compliances
- Compliance with ISO 9001 et 14001 requirements:
- Ensure compliance of the Projects E&S process with the ISO requirements
- Follow the E&S improvement plan to increase ISO compliance
JOB SKILLS AND QUALIFICATIONS
- Right to work in the UK & excellent verbal and writing skills in both English and French is a must, including technical reviewing
- Minimum 2-5 years consultancy experience in E&S sustainability projects
- A degree in environmental science, environmental engineering or other relevant disciplines, and/or membership of a relevant ESIA or HSE professional institute is highly desirable.
- Understanding of the E&S processes in all its stages (ESIA, ESMP, SEP, SE, RAP, LRP, E&S Monitoring, etc.) for project’s life cycle.
- Familiarity in E&S regulatory system and permitting process in West Africa and Indonesia is a plus.
- Familiarity with the Equator Principles 4, the World Banks’ EHS Guidelines, the IFC’s Performance Standards and the OECD Common Approaches.
- Willingness to travel internationally to visit our project sites at key E&S project milestones.
- Demonstrable experience working within cross-cultural teams and environments.
- Strong initiative and work ethics.
