Hazardous Waste and Toxics Reduction programwithin the Department of Ecology is looking to fill a
Consumer Products Regulatory Unit Supervisor (Environmental Planner 5) position.
This position is locatedin our
Headquarters Office in
Lacey, WA.Upon hire, you must live within a commutable distance from the duty station.

We are seeking a leader for our new Consumer Products Regulatory Unit. You will bring together a team of seasoned and new compliance specialists. You will lead the team's efforts to develop a strategic approach to managing compliance for a portfolio of rules that reduce toxics in consumer products.

Program Mission: The Hazardous Waste and Toxic Reduction Program’s mission is to protect Washington’s residents and environment by reducing the use of toxic chemicals, safely managing dangerous waste, preventing new contaminated sites, and cleaning up contamination.Tele-work options for this position:This position will have flexibility of a hybrid schedule, empowering work from home and office, providing less time in traffic and shrinking your carbon footprint. Travel: This position is expected to travel a few times a year to other Ecology offices including our Central Region Office (CRO) in Union Gap, WA.

Duties
What makes this role unique?
We need an enthusiastic and creative leader like you to manage the compliance strategies that provide accountability to the laws that reduce the use of toxic chemicals in consumer products. You will use your planning and project management skills to develop strategic business plans to manage the work of this new team. You will work directly on compliance issues related to the overlap of multiple rules or with international impact. The management team will seek your recommendations on the priorities and resources needed to successfully implement this portfolio of work.
What you will do:
- Design and implement strategic and operational planning for the consumer products regulatory portfolio that support transitions to safer chemistry and products. You will work with the team to use a variety of tactics to increase awareness, assess data about toxics in consumer products, monitor compliance, and align compliance with approaches that provide resources and technical assistance to manufacturers throughout the supply chain.
- Coordinate with your peer unit supervisors to align the unit’s plans with agency and program strategic plans, legislative direction, and the program’s rule development priorities.
- Develop guidance, procedures, and policies that ensure a coordinated compliance approach across the portfolio of consumer products rules.
- Assemble, organize, and provide oversight of multidisciplinary teams assigned to resolve major consumer product law compliance issues or implement new rule provisions.
- Recruit, hire, onboard, mentor, train and manage the work of Consumer Product Regulatory Unit staff.
- Develop or support development of administrative orders or other compliance deliverables.
- Coordinate with the Environmental Assessment Program to determine the needs, goals, and objectives of the agency’s Product Testing Strategic Plan. This includes aligning this strategic plan with other compliance monitoring tactics such as reviewing disclosed ingredients, analyzing data reported by manufacturers, and information gathered from the safer chemistry team.
Qualifications
Required Qualifications:
Years of required experience indicated below are full-time equivalent years. Full-time equivalent experience means that any experience where working hours were less than 40 hours per week will be prorated in order to meet the equivalency of full-time. We would calculate this by looking at the total hours worked per week, divide this by 40, and then multiply by the total number of months worked. Examples of the proration calculations are:
- 30 hours worked per week for 20 months: (30/40) x 20 months = 15 months full-time equivalent
- 20 hours worked per week for 12 months: (20/40) x 12 months = 6 months full-time equivalent
Experience for both required and desired qualifications can be gained through various combinations of formal professional employment, education, and volunteer experience. See below for how you may qualify.
A combined total of eleven (11) years experience and/or education
Experience in: Land use, urban, regional, environmental, or natural resource planning, and/or program development, landscape architecture, geography, land use or environmental law, public administration with an environmental emphasis, or closely related experience.
