JOB OVERVIEW
Be responsible for the management and control of a specialized, complex project which support business requirements, ensuring the management of employee accountability and ownership through effective project leadership from the conceptual stage through design, construction, and commissioning.
KEY ACCOUNTABILITIES
Working in accordance with prescribed safety procedures and regulations:
- Be responsible for the management and control of specialized, complex project(s) which support business requirements, ensuring the management of employee accountability and ownership through effective project leadership. Undertake the organizing, coordinating and ownership of all stages of the project, including concept design, construction, installation, commissioning, system integration and field work, on a day or shift basis as required.
- Utilize approved Project Management processes for phase-gating, integration, scope, schedule, cost, change control, estimating, communications & reporting, and risk.
- Manage the engineering, procurement, and construction of assigned projects ensuring all project objectives and commitments are controlled and delivered within targets of safety, quality, budget and schedule.
- Provide leadership to project staff “assigned” to assist in the preceding duties. Create and maintain a work environment that motivates, supports and encourages staff to perform their assigned responsibilities in a professional, effective and efficient manner, in line with our culture of continuous improvement to deliver fit for purpose solutions. Act as a coach and facilitator to create and sustain a non-threatening, supportive, team environment, actively working with staff to empower them to attain optimal work performance with a high level of personal accountability and self- management. Demonstrate openness and trust through the sharing of information. Handle routine human resource problems. Provide clear expectations of performance measures and meaningful feedback, recognizing and rewarding achievements. Provide input regarding performance reviews of project staff to their direct Supervisor. Provide guidance, assistance and support to staff in the resolution of personal problems and establish and maintain a healthy and safe work environment that improves and enhances the quality of the work environment. Coordinate the work of the project and provide consultative services on their problem areas. Review staff requirements and recommend changes to project staff as necessary.
- Prepare a framework which identifies, defines and documents all issues that are important to the success of the designated project. Prepare project management plans in which detailed aspects of the project include, goals/objectives, organization, scope, cost and schedule, and roles and responsibilities. Develop scopes of work, ie Work Breakdown Structure (WBS), estimates, schedules, risk management plans, project management plans, gate packages and contract performance specifications. Develop structures for
estimating and controlling project cost and schedule. Monitor project(s) and report to Supervisor, at the project level. Ensure that all participants clearly understand the requirements, roles and scope of the project, thereby promoting the team-building process. Highlight areas of support, resources and timeliness in order to ensure project success. Resolve and assist with the resolution of issues and problems as necessary to ensure that project deliverables are achieved as per plan, and that any changes to scope, schedule and cost are managed and approved.
- Prepare the work breakdown structure to incorporate all work identified. Assign and set priorities for all work packages assigned. Prepare, monitor and control the Level 1 project schedule. Implement and administer scope change control. Approve project estimates and manage cost control.
- Prepare (as required) and implement a Project Safety program to ensure safety is incorporated in all aspects of the project.
- Prepare (as required), implement and administer a project Quality Assurance (QA) program in compliance with overall station/business unit QA requirements.
- Meet with consultants and contractors before and after contract awards to clarify contractual requirements or scope of work where required.
- Provide consultative services to coordinate work assignments, team activities, logical relationships and to verify tool design/specifications. Prepare and present the vision of the project to senior staff from other departments within the division, typically cross-functional. Discuss concerns regarding design, method of operation and timeliness, where differences of opinion exist, influencing these contacts to adopt operational/technological changes to ensure project success.
- Maintain liaison with external groups, regulatory bodies and agencies and cooperate in exchanging engineering and other relevant data as required to meet the project objectives. Arrange and, as appropriate, chair meetings involving groups concerned with a given project. Guide and direct discussions involving internal staff, contractors, manufacturers, suppliers and the like in an effort to efficiently and effectively meet the project objectives.
- Lead the application of quality principles to the work of the Unit through enhanced service and team approach. Other Duties as Required
EXPERIENCE
We are seeking dynamic and results-driven professionals who have:
- Requires broad experience pertaining to the following to have acquired a sound practical/working knowledge of project processes and controls in order to perform an effective role
- Project management, specifically, experience in developing project requirements and plans, preparing cost estimates, participating in request for proposal and contract bidding and award processes, managing projects in execution phase, and managing project close-out.
- Managing conflicting priorities of scope, schedule, cost and quality. Design, development, operations, systems, equipment and processes in a generating station or similar heavy industry.
- Solving problems and providing guidance Cost accounting and forecasting as it relates to project management.
- Commercial contracting methods, contract management, construction methods, codes and standards, quality assurance and health and safety.
- Manufacturing and supply techniques.
- Strong organizational skills.
- Effectiveness as a team leader, supervisor and player, and interpersonal relations to understand and manage the interrelationships of various internal and external groups in order to facilitate objectives and ensure projects satisfy stakeholder requirements.
- Environmental protection and associated concerns.
- Managing projects of increasing complexity. Project complexity would normally be defined by multiple-contract, multiple stakeholder projects with schedule constraints.
- A period of over 8 years and up to and including 10 years is considered necessary to gain this experience.
