The strategic direction of the organisation is determined by an elected Steering Committee of C40 mayors, which is chaired by Mayor Sadiq Khan of London and Mayor Yvonne Aki-Sawyerr of Freetown. Three-term Mayor of New York City Michael R. Bloomberg serves as President of the C40 Board of Directors, responsible for operational oversight. A regionally diverse management team, led by Executive Director Mark Watts, leads the day-to-day management of C40. C40’s three core strategic funders are Bloomberg Philanthropies, the Children’s Investment Fund Foundation and Realdania.
Our international staff work with the C40 network under the leadership of city governments to deliver this mission. Using a data-driven approach, our team identifies and promotes the exchange of proven programmes and policies developed by cities; provides world-class research, technical expertise and access to key partners to deliver new programmes and policies with cities; and communicates cities’ individual achievements and collective leadership.

Department Description:
Core to C40’s value and effectiveness is an ability to be responsive to the needs of all C40 cities and focus services and support on the areas of greatest opportunity for city action and climate impact – both at the individual city level and across our regional and global networks. Our regional management structure better enables C40 to leverage relationships between peer cities and partners regionally and globally and to be more responsive to local needs and conditions.
The Regions and Mayoral Engagement Team is one of the most diverse teams in C40, with staff members located in every region of the globe, representing C40 and coordinating with local cities on the ground. Key objectives of the C40 Regions and Mayoral Engagement team are regionally aligned delivery (ensuring city satisfaction and that C40 remains responsive and relevant to the needs of cities); political engagement (ensuring that C40 builds strong relations with mayors, city officials and regional entities); and effective operations (ensuring data-driven regional strategies and effective processes that support organisation-wide delivery).
Position Description:
The Manager, Engagement and Climate Implementation will act as the focal point for taking forward long-term climate action planning and C40 engagement coordination within the cities. They will be responsible for engaging internal and external stakeholders; facilitating knowledge transfer across the cities and the wider C40 network; and working with C40 and consultants to provide high-quality tailored technical assistance to support locally-led efforts.
Technical assistance provided will need to be comprehensive and may consist of: a review of the city’s existing plan(s) and capacity and national level climate commitments; scenario modelling; sector-level roadmaps; climate risk assessments; stakeholder engagement; access to climate finance; and monitoring and evaluation.
The ideal candidate will have a strong background in climate risk assessments, climate action planning and stakeholder engagement; experience working with cities on climate action planning; sector specific expertise in either Energy, Transport, Waste Management or Adaptation and excellent project management and communication skills.
Responsibilities:
Working closely with cities in the region and C40’s Head of Implementation for South & West Asia, the Manager, Engagement and Climate Implementation will support in developing and implementing a delivery strategy for selected cities in the region with implementation support to deliver on selected high impact actions based on Paris Agreement compliant Climate Action Plans. Main areas of responsibility are:
- Support C40’s South and West Asia cities in their implementation of key priority actions from their Climate Actions Plans and C40 current programmes and activities, aligned to the Leadership Standards.
- Support implementation of C40 climate action delivery programmes in the region, with a particular focus on climate action planning, mainstreaming activities and regional implementation programmes in the region.
- Supervise all the contracts and procurements related to the Climate Implementation and Mainstreaming work in South and West Asia
- Work with C40’s Regional Director and Head of Implementation in developing and executing strategies to ensure alignment with national and sub-national policies and with support programmes from other development partners to further accelerate the implementation of city climate actions.
- Coordinate the identification and establishment of critical partnerships for delivery of key priority actions.
- Elicit learnings and best practice examples from implementation processes and provide input to ensure that this knowledge is exchanged and available in the C40 Knowledge Hub and other relevant platforms for cross learning.
- Ensure the collection of data for and reporting on all programme related KPIs.
- Work with the Head of Implementation to ensure coordination and linkages with all other C40 teams, including City Solutions and Networks, City Diplomacy, Finance, etc. towards a unified and coordinated city support strategy for the region.
Person Specification:
- Post graduate degree in environmental/ climate science, public policy, environmental engineering, urban/ environmental planning, urban design, development, or related subjects.
- Experience working in implementation roles related to climate action and sustainability.
- Strong interpersonal, relationship building, and negotiation skills as well as written and verbal communication skills, combined with English and Tamil fluency.
- Excellent problem-solving, and strategic thinking capabilities.
- Advanced MS Office ( Excel, Word, Powerpoint), data management and analysis skills
- Proficiency in quantitative and qualitative data analysis.
- Significant experience in government, business or NGO sectors with a focus on sustainability and/or climate change, and experience working with or within municipal governments
- Knowledge of stakeholders, institutions and agencies working in Chennai/ Indian cities on climate and sustainability issues.
- Familiarity with data that can support city-level GHG inventory development/updates and city-wide climate action planning.
- Technical expertise in climate change and city-wide GHG emission inventories
- Technical knowledge of emission reduction measures in Indian city context.
- Strong interpersonal, relationship building, and negotiation skills as well as written and verbal communication skills, combined with English fluency.
- Demonstrable problem-solving, budget and people management experience, including working with third party delivery teams, and ability to manage multiple parallel tasks;
- Experience of coordinating and facilitating interactive and enquiry-based workshops.
- International experience, working across different cultures, languages and time zones.
Other Requirements:
The position will be a remote position, and the candidate should be based in Chennai, India. Applicants must already have the right to work in India. Moderate travel will be required as part of the role.
