We are looking for an experienced and motivated individual to fill the position of Environmental Lead – Permian Spill Reporting, Remediation & Reclamation in our US Onshore Resources & Carbon Management (ORCM), HSEBusiness Unit based in Midland, TX.
The Environmental Lead will manage environmental issues directly related to spill remediation and reclamation activities including spill reporting, environmental response and incident management, waste profiling, agency communication, contractor management, spill reduction initiatives, and record retention. In addition, this role supports related landowner complaints and concerns, new and legacy surface and groundwater impacts, surface planning, risk management, and acquisition and divestiture due diligence across Permian, including Delaware, Midland and EOR Business Units.
This position plays key role in our HSE Management System (HSEMS) related to the Environmental function, including maintaining and acting as the SME for ORCM’s HSE Performance Standards directly related to Environmental – Spills/Releases and Groundwater topics.
Roles & Responsibilities:
- Assist ORCM in achieving the Environmental performance requirements of ORCM, including Spill Reporting, Remediation & Reclamation and Groundwater standards.
- Completes essential environmental due diligence functions for divestiture and acquisitions.Evaluates property defects and relates environmental risks to financial reserves.
- Develops programs and systems to ensure compliance with Federal, State, and local reporting requirements that are applicable to oil & gas operations in Texas and New Mexico for the Permian Basin.
- Interprets environmental regulations and formulates compliance strategies consistent with Oxy expectations.
- Provides assistance, training, and communication to business unit personnel and management to aid in achieving Environmental compliance goals.
- Ensures all Environmental permits, licenses, variances, reporting forms/plans, etc., (related to remediation, reclamation, or groundwater issues) necessary for construction and/or operation of facilities are obtained, properly maintained, and submitted in a timely manner.
- Assists personnel in understanding and complying with applicable Environmental laws, rules, and regulations.
- Coordinates compliance inspections and responses to governmental inquiries.
- Provides necessary data and reports to regulatory agencies in a complete and timely manner.
- Maintains environmental records per regulatory, corporate, and legal requirements.
- Participates in advocacy for legislative and regulatory change, as requested.
- Plan and coordinate the activities of direct reporting staff members, including the establishing and monitoring of personal performance targets for each in accordance with the performance management process.
- Provides input to the development & maintenance of the ORCM HSE Management System including the development of Environmental Standards, Plans, Procedures and Guidelines
- Manages Environmental-owned contracts as assigned by the Director HSE.
- Provides and maintains annual reclamation and remediation OPEX and CAPEX budgets.
- Provides inputs to the preparation key (lagging & leading) Environmental performance indicators as part of the HSE KPI reporting process.
- Manage and provide input to routine meetings, HSE board meetings, newsletters, and annual reports.
- Prepare business cases to support significant change and/or investment to improve Environmental performance.
- Provides input to the ORCM HSE Business Plan; and
- Supports the annual QA/QC HSE Self-Assessment Program.
Education:
A Bachelor’s or Master of Science degree in environmental science, geology, biology, ecology, life sciences, technical, scientific, or related engineering field strongly preferred.
Professional/Technical Knowledge:
- Demonstrates a sound working knowledge and ability to apply all technical principles, theories, and concepts within the Environmental function.
- Demonstrates a sound working knowledge of analyses to identify solutions to technical problems.
- Limited supervision required.
- Excellent understanding of state, federal and international regulations in expertise and good knowledge of overall Environmental laws.
- A strong background in industry standards/practices related to the primary field of expertise.
- Good understanding of OPC and OOG HSE/Environmental Policy, Standards and Procedures.
- Demonstrates ability to lead OOG Audits, incident investigations and other complex projects.
Professional/Technical Qualifications/Licenses/Certifications:
- Obtained HSE-related certifications, such as CSP, REM, CEA, CPEA, P.G., P.E. or another relevant credential – Preferred.
- Demonstrated leadership in implementing environmental practices, and ability to assume HSE leadership role as necessary – Desired
- Demonstrated self-development activities – continued education, participation in special projects etc. – Desired
Experience:
- 5-8+ years of relevant experience in the oil/gas industry.
- 1-3 years of experience in leadership – desired.
- Working knowledge in Environmental Management, and people management, interpersonal and communication skills.
