Position Summary
Mustang Special Utility District (“Mustang”) is a local governmental entity providing water and water reclamation utility service in Denton, Collin, and Grayson Counties of North Texas. We are the largest Special Utility District in Texas and in one of the fastest-growing areas of the country. Comprising over 38,000 connections over 220 sq. miles. Our motto is Second to None! Providing Life’s Most Precious Resource. We’re looking for a key person to join our team as a working Environmental Compliance Crew Leader.

The Environmental Compliance Crew Leader at Mustang Special Utility District is responsible for directing, overseeing, and supervising the Environmental Compliance Technicians. The Environmental Compliance Crew Leader plays a crucial role in ensuring the company adheres to all regulations and standards set forth by agencies such as the Texas Commission on Environmental Quality (TCEQ) and the Environmental Protection Agency (EPA) regarding water quality and safety. The primary responsibilities include collecting and delivering required water samples for analysis, identifying potential compliance issues in the system, working with other departments at Mustang, maintaining accurate records for regulatory reporting and inspections, collecting any other assigned samples, and flushing dead end mains. This position is essential in maintaining the integrity of the public water system, ensuring compliance, and supporting the district’s mission of providing safe and reliable water services.
Essential Functions, Duties, and Responsibilities:
The following “Essential Functions” are the primary job duties that incumbent must be able to perform unassisted or with some reasonable accommodation by the employer.
Essential Functions:
- Team Supervision and Coordination: Oversee daily operations of the Environmental Compliance Technician crew, ensuring adherence to safety protocols, quality standards, and regulatory requirements. Lead the team in collecting required samples, flushing dead end mains, and helping assist with projects beyond the scope of daily duties.
- Work Planning and Scheduling: Coordinate work assignments, schedules, and priorities for crew members to optimize efficiency and productivity. Evaluate daily work assignments and delegate duties to ensure timely task completion.
- Safety and Compliance: Ensure employee and public safety by adopting and enforcing safe work habits, including using personal protective equipment (PPE). Ensure that safety equipment is installed correctly, inspected before use, and used appropriately.
- Training and Development: Train and mentor crew members on proper procedures, techniques, and safety practices, fostering a culture of continuous learning and development within the team. Evaluate crew competency and skill development through performance reviews and competency assessments.
- Inventory Management: Maintain inventory and order necessary materials, parts, and tools to complete assignments. Monitor daily, monthly, and quarterly inventory requirements.
- Bacteriological Sampling: Collect monthly bacteriological samples for Mustang and Gunter HQ and deliver them to the City of Sherman or City of Denton Laboratory for analysis. Practice safe collecting procedures to avoid repeat samples or initiating a boil water notice.
- Special Samples: Collect bacteriological “Special Samples” within 24 hours in case of a main break leading to an Immediate Notification. Help determine if a Boil Water Notice is necessary and take the required samples.
- Chemical Analysis: Collect Water Quality Parameters and Lead and Copper samples according to the TCEQ annual schedule. Collect EPA UCMR5 samples and deliver them to respective laboratories.
- Documentation: Print and file monthly bacteriological results to verify completion and prepare for CCI’s. Maintain detailed records of all samples collected.
- Reporting: Work with the Environmental Compliance Coordinator to submit monthly, quarterly, and annual reports. Update the Monthly MORs weekly to track water production versus distribution.
- Backflow Device Management: Assist the Customer Service Inspector with tracking customer backflow devices, performing disconnects/reconnects, testing backflow devices rented to construction crews, and notifying customers of backflow procedures.
- Courier Duties: Act as a courier for the wastewater department, transporting grab samples to laboratories. Drive Curro Environmental (TCEQ Third Party) to sites for analytical results reporting.
- Flushing and Testing: Responsible for flushing dead end water mains and collecting NAPs in the distribution system.
- Project Support: Assist the Regulatory Compliance and Support Manager and Environmental Compliance Coordinator with projects beyond the scope of daily duties.

Position Specifications:
This position is classified as Non-Exempt under the provisions of the Fair Labor Standards Act and is subject to the organization’s policies and procedures pertaining to overtime hours.
Education:
Required:
- A high school diploma or equivalent is required.
Experience:
- Proven experience in water distribution operations and preferably supervision experience.
Required:
- General knowledge of basic construction hand tools and water systems is essential.
- TCEQ "C" Water License or TCEQ "C" Water Distribution License, or the ability to obtain within 6 months of hire date.
Preferred:
- Additional training in water systems or environmental compliance is preferred.
Additional Requirements:
- Driver’s License: Must have a valid Texas Class “C” driver’s license.
- Background Check: Must pass a drug test, driver’s license check, criminal history background check, and social security number verification.
Knowledge, Skills, and Abilities:
- Regulatory Knowledge: Comprehensive understanding of federal, state, and local environmental regulations, particularly those set by TCEQ and EPA, including the ability to interpret and apply complex regulatory requirements to ensure compliance.
- Technical Expertise: Proficiency in collecting water samples, NAP's, and chlorine residuals. Understand flushing procedures and other assigned sampling.
- Analytical Skills: Strong analytical abilities to assess water quality data, identify trends, and develop solutions, including the interpretation of complex data sets to make informed decisions and address compliance issues.
- Communication Skills: Excellent verbal and written communication skills for preparing detailed compliance reports, documenting findings, and interacting with customers and internal teams effectively.
