As the Environmental Specialist or Senior Environmental Specialist, you will serve as an environmental generalist performing a full range of professional-level environmental compliance functions from in-the-field monitoring and data collection to data analysis, technical report writing, and permit application preparation. You will support the Environmental Manager along side a team of other environmental professionals. As the Environmental Specialist, you will utilize your strong understanding of applicable local, state, and federal environmental regulations, to provide core environmental support for Agency-wide capital improvement projects, operations, and maintenance programs. The successful candidate will have exemplary relationship-building skills, as this role involves maintaining effective working relationships with various inter-Agency departments including Licensing, Compliance, Engineering, Operations, and Maintenance, as well as external partners including consultants, resource agency regulators, and landowners. Some key initiatives you’ll work on:
- Data Mastery: Dive into the numbers to uncover trends, patterns, and valuable insights that will guide strategic decision-making.
- Reporting & Visualization: Create compelling reports, presentations, and visualizations to communicate environmental topics to leadership, staff, and regulators.
- Document Management: Work closely with the Environmental team to maintain a readily retrievable document retention system supporting evidence of environmental compliance on assigned secure shared drive locations.
- GIS Integration (Esri ArcGIS Pro): Leverage GIS tools to streamline processes and enhance the overall efficiency of our Environmental Department. A HUGE plus to candidates who have GIS experience.
- Fisheries Habitat Enhancement: Help design fish habitat restoration projects on the lower Yuba River and develop and implement the pre- and post-project monitoring protocols used to document the projects’ effectiveness.
In your first 6 months you will hit the ground running learning to implement a Dreissenid Mussel Prevention Program at the Agency-owned reservoirs as well a foothill yellow-legged frog incidental take permit for routine hydropower facility maintenance. In addition, you’ll be assigned to manage environmental compliance work needed for several upcoming projects. You will also have the opportunity to work with the Environmental Manager to develop an Agency-wide environmental review process.

Minimum Qualifications: Education/TrainingEducation/Training:
Must possess a Bachelor’s degree from an accredited college or university with major course work in an environmental-related field including, but not limited to, archeology/cultural resources, botany, ecology, fish and wildlife biology, geology, geospatial information systems, forestry, habitat restoration, hydrology, planning, permitting, water quality, wetland sciences, or other related fields. A Master’s degree and college coursework/curriculum or work experience related to energy generation or hydropower plant operations is highly desirable.
A minimum of 3 (Specialist) or 5 (Senior) years of experience in an environmental-related field, as mentioned above, and familiarity with the environmentally sensitive resources applicable to hydropower generation in western North America is required. A minimum of 3-5 years in the field and office setting applying policies, procedures, methods, documentation, records management and acceptable business practices and strategies is highly preferred. Must have a keen ability for document and records management, auditing, public outreach, and utility compliance related principles and practices. Must possess excellent written, verbal, interpersonal, and computer skills.
License or Certificate:
Possession of, or ability to obtain and maintain an appropriate, valid California Driver License. Possession of, and ability to maintain a valid California Boater Card is highly desirable. The ability to obtain a California Boater Card within 6 months of employment is preferred.

- 2024 Health Insurance rates: 1-party is $901.61, 2-party is $1,803.22, and 3+party is $2,448.89 per month. Any premiums in excess of these amounts shall be paid by the employee.
- Dental: 100% paid coverage for employee and dependents
- Vision: 100% paid coverage for employee and dependents
- Vacation: Accrued at 12.6 hours per calendar month and increases with years of service
- Sick Leave: Accrued at 10 hours per calendar month
- Holidays: 12 official holidays per year
- Retirement: CalPERS: For classic members 2% @ 55 formula and the agency will pay 5% of the employee’s 7% contribution to CalPERS. For all others, subject to the provisions of AB340 with a 2%@ 62 formula
- Retiree health through the Agency upon completion of ten (10) years of service credit with the Agency and retirement from CalPERS. The Agency’s present contribution for each annuitant, including enrollment of his/her family members, is a maximum of $1,850 per month.
- Deferred Compensation: Voluntary participation in Agency Plans. The Agency will contribute 7.65% amount towards the plan.
- Life Insurance: $100,000
- Health Reimbursement Account (HRA) with Agency contribution of $600/year for 2024
- Flexible Spending Medical / Dependent Care Accounts available with pre-tax payroll contributions
- Educational/training tuition reimbursement available
