The Orange Grove Energy Facility is a 98.3 MW natural gas simple cycle plant featuring two GE LM6000 PC Sprint combustion turbines. Located in Pala, CA, it sits roughly halfway between Riverside and San Diego, easily accessible via I-15. This strategic location allows the plant to efficiently serve the energy needs of the surrounding areas.
Opportunity Summary
As an EH&S Manager, you will coordinate and implement daily environmental programs to ensure compliance with federal, state, and local regulations, focusing on CEMS, Acid Rain, GHG, CEC, and San Diego APCD reporting. You will also develop and oversee spill prevention procedures, conduct safety training, and perform site safety inspections to maintain a safe working environment in compliance with OSHA regulations. Additionally, you will support the facility owner in interfacing with local environmental regulators, preparing compliance reports, and managing various components of the Environmental Management System (EMS).
Environmental
- Coordinate, oversee, and implement daily environmental programs, policies, and procedures to ensure compliance with federal, state, local, and site permit regulations, including those set by CalEPA and CARB.
- Ensure continuous emissions monitoring system (CEMS) reporting adheres to Title V permit requirements enforced by CARB, U.S. EPA, and San Diego APCD.
- Compile and submit monthly, quarterly, semi-annual, and annual reports in accordance with regulatory requirements, ensuring accurate monitoring, recordkeeping, and timely reporting.
- Monitor and analyze plant emissions to ensure compliance with all environmental regulations, utilizing data to assess performance and recommend improvements as needed.
- Develop and recommend procedures for handling products to prevent discharge and advise on wastewater and water sampling practices in accordance with NPDES and state requirements.
- Assist the facility owner in interfacing with local environmental regulators by coordinating inspections, responding to information requests, supporting permit modifications and renewals, and preparing compliance reports.
- Maintain the company’s Environmental Management System (EMS), including the EHS filing system, Obligations Tracking System (OTS), and OSHA-mandated training records, ensuring full compliance with relevant regulations.
- Oversee hazardous material handling, ensuring the safe storage, handling, and disposal of hazardous materials in compliance with environmental regulations, and provide staff training as needed.
- Conduct environmental risk assessments to identify potential environmental hazards, develop mitigation strategies, and ensure safe and compliant operations.
- Act as the primary point of contact for regulatory compliance visits, facilitating communication and ensuring smooth inspections.
Spill prevention, Control and Countermeasure (SPCC) Plan – maintain facility procedure to address the following:
- Operating procedures to prevent substance spills onto the ground (oil, chemicals).
- Control measures to prevent a spill from reaching navigable waters.
- Countermeasures to contain, clean up, and mitigate the effects of an oil spill.
Safety focus:
Safety is a core value of NAES. In this position, you will play a direct role in ensuring that all work is performed safely and in compliance with established procedures and Cal-OSHA regulations.
This includes:
- Facilitate and administer the employee safety program and site contractor orientations.
- Provide safety training topics to employees during daily meetings, conduct regular site safety meetings, and lead site orientations for contractors and visitors.
- Conduct routine site walk-downs to perform housekeeping inspections, identify potential hazards, and engage in one-on-one discussions with workers about safety issues.
- Maintain Safety Data Sheets (SDSs) and provide interpretations for the safe handling and disposal of chemicals.
- Respond to incidents, including injuries, incidents, and near misses. Write reports explaining what happened, identify the cause, and recommend corrective actions. Follow up as necessary to ensure that corrective actions are implemented.
- Provide management and oversight for Lockout/Tagout (LOTO), Confined Space, Emergency Response Programs, and other plant and corporate policies and procedures.
- Act as a liaison between the plant and regulatory agencies.
- Provide safety and compliance guidance to employees and contractors during plant equipment outages.
- Monitor and implement new and changing OSHA regulations.
- Collaborate with Operations and Maintenance teams to ensure that appropriate and adequate documentation is acquired, maintained, and reported as required, with respect to their regulatory emphasis.
- Maintain various aspects of the company’s Environmental Management System (EMS), including the EHS filing system for Cal-OSHA and regulatory-mandated training records.
- Perform other duties as assigned.
Working Relationships
The EH&S Manager reports to the Plant Manager and coordinates work activities with them. They also interface with contractor and vendor personnel for necessary support and coordination.
Additionally, the EH&S Manager maintains a close working relationship with NAES corporate Safety and Environmental Support Services groups, as well as with Client corporate contacts.
Physical Requirements and Working Conditions
Power plant environment. Physical requirements include the ability to reach, climb, walk, and stoop throughout the workday, as well as the possibility of standing for extended periods, requiring stair and ladder climbing and routinely lifting up to 50 pounds.
Protective equipment must be worn in the performance of some duties (e.g., hard hats, safety glasses, air masks, ear protection, chemical suits, hot gloves, and high voltage protective equipment, etc.). Work with hazardous materials may be required.
Fitness for Duty
All employees will participate in the Fitness for Duty Program. This program includes a post-offer physical examination and drug screening and post-employment random drug screening.
Work Schedule
Regular scheduled workdays are Monday to Friday during regular dayshift hours. Position requires extended working hours and varied shifts with weekend and holiday work, as required by schedules, workload, and plant conditions. "On call" status will periodically be required.
Compensation
Initial starting compensation will range from $115,092 to $161,150 and will include an annual performance bonus.
Job Qualifications
- A Bachelor's or Associate's degree, or equivalent technical training, knowledge, and experience, is desired.
- Experience in environmental compliance and safety within an operating facility, particularly in the power plant or power-related industry, is preferred. This background is vital for understanding plant operations and identifying opportunities to mitigate environmental and safety risks while controlling costs.
- A general understanding of power plant operations, including the relationship between environmental impacts and compliance with operational and maintenance functions, is desired.
- Advanced qualifications and skills in major environmental legislation related to air, water, hazardous materials, and waste management is required, along with expertise in at least one specialized regulatory area.
- Experience with Title V permitting and reporting requirements, including managing compliance and ensuring accurate and timely submission of reports to regulatory agencies, is required.
- Knowledge of applicable safety statutes and regulations, along with principles for maintaining an effective safety program, is desired. A working knowledge of Cal-OSHA, ANSI, DOT, NFPA, and NEC regulations is preferred.
- Experience using Continuous Emissions Monitoring System (CEMS) software is desired.
- Ability to perform and manage multiple tasks in an industrial environment while promptly identifying and analyzing complex compliance risks.
- Strong oral communication, writing, and analytical skills are essential for presenting facts, conclusions, and recommendations effectively in both formal and informal formats.
- Ability to deliver training material in an easily understandable manner.
- Excellent interpersonal skills with a proven ability to build consensus among internal and external stakeholders are necessary.
- Must possess and maintain a valid Drivers License at all times.
