The Orange Grove Energy Facility is a 98.3 MW natural gas simple cycle plant featuring two GE LM6000 PC Sprint combustion turbines. Located in Pala, CA, it sits roughly halfway between Riverside and San Diego, easily accessible via I-15. This strategic location allows the plant to efficiently serve the energy needs of the surrounding areas.
Opportunity Summary
The Environmental, Health & Safety (EH&S) Manager plays a critical role in promoting a culture of safety and environmental stewardship by implementing and coordinating compliance support functions for plant operations. This role involves monitoring plant emissions and safety performance, providing technical direction, and serving as the liaison between the plant and regulatory agencies. With a strong focus on safety, the EH&S Manager will also facilitate employee safety programs and lead training initiatives to foster a culture of compliance and risk reduction.
Primary duties as EH&S Manager include:
- Implement, coordinate, and perform compliance support functions for plant operations and maintenance.
- Monitor and analyze plant emissions and environmental performance.
- Monitor and analyze plant safety.
- Serve as the coordination point for the Plant Manager regarding plant insurance, community relations, and government affairs.
- Provide technical direction and oversight for daily operations concerning environmental and safety compliance.
- Follow environmental sampling and reporting requirements as specifically outlined below.
- Assist the Plant Manager as needed.
- Work to achieve operational goals and objectives.
- Ensure all plant activities comply with applicable laws and regulations.
- Prepare necessary reports for the Owner and forward them to the appropriate representative.
- Monitor plant activities to ensure compliance with local, state, and federal regulations.
- Recommend corrective actions and improvements as required.
- Ensure all waste shipments are properly coordinated and comply with regulations.
- Coordinate, oversee, and implement daily environmental programs, policies, and procedures to ensure compliance with federal, state, local, site permits, and regulatory requirements.
- Report continuous emissions monitoring system (CEMS) data in accordance with Title V permit requirements.
- Compile monthly, quarterly, semi-annual, and annual reports, which involves monitoring, recordkeeping, interpreting data, and timely report submission.
- Support the Owner in interfacing with local environmental regulators, including preparing for and coordinating inspections, responding to information requests, supporting strategies for negotiations of permit modifications and renewals, and preparing routine compliance reports and communications.
- Maintain various aspects of the company’s Environmental Management System (EMS), including the EHS filing system for OSHA and regulatory-mandated training records.
- Act as the key point of contact for meetings with regulators during compliance visits.
Safety focus:
Safety is a core value of NAES. In this position, you will play a direct role in ensuring that all work is performed safely and in compliance with established procedures and Cal-OSHA regulations.
This includes:
- Facilitate and administer the employee safety program and site contractor orientations.
- Provide safety training topics to employees during daily meetings, conduct regular site safety meetings, and lead site orientations for contractors and visitors.
- Conduct routine site walk-downs to perform housekeeping inspections, identify potential hazards, and engage in one-on-one discussions with workers about safety issues.
- Maintain Safety Data Sheets (SDSs) and provide interpretations for the safe handling and disposal of chemicals.
- Respond to incidents, including injuries, incidents, and near misses. Write reports explaining what happened, identify the cause, and recommend corrective actions. Follow up as necessary to ensure that corrective actions are implemented.
- Provide management and oversight for Lockout/Tagout (LOTO), Confined Space, Emergency Response Programs, and other plant and corporate policies and procedures.
- Act as a liaison between the plant and regulatory agencies.
- Provide safety and compliance guidance to employees and contractors during plant equipment outages.
- Monitor and implement new and changing OSHA regulations.
- Collaborate with Operations and Maintenance teams to ensure that appropriate and adequate documentation is acquired, maintained, and reported as required, with respect to their regulatory emphasis.
- Maintain various aspects of the company’s Environmental Management System (EMS), including the EHS filing system for Cal-OSHA and regulatory-mandated training records.
- Perform other duties as assigned.
Working Relationships
The EH&S Manager reports to the Plant Manager and coordinates work activities with them. They also interface with contractor and vendor personnel for necessary support and coordination.
Additionally, the EH&S Manager maintains a close working relationship with NAES corporate Safety and Environmental Support Services groups, as well as with Client corporate contacts.
Physical Requirements and Working Conditions
Power plant environment. Physical requirements include the ability to reach, climb, walk, and stoop throughout the workday, as well as the possibility of standing for extended periods, requiring stair and ladder climbing and routinely lifting up to 50 pounds.
Protective equipment must be worn in the performance of some duties (e.g., hard hats, safety glasses, air masks, ear protection, chemical suits, hot gloves, and high voltage protective equipment, etc.). Work with hazardous materials may be required.
Fitness for Duty
All employees will participate in the Fitness for Duty Program. This program includes a post-offer physical examination and drug screening and post-employment random drug screening.
Work Schedule
Regular scheduled workdays are Monday to Friday during regular dayshift hours. Position requires extended working hours and varied shifts with weekend and holiday work, as required by schedules, workload, and plant conditions. "On call" status will periodically be required.
Compensation
Initial starting compensation will range from $115,092 to $161,150 and will include an annual performance bonus.
Job Qualifications
- A Bachelor's or Associate's degree, or equivalent technical training, knowledge, and experience, is desired.
- Experience in environmental compliance and safety within an operating facility, particularly in the power plant or power-related industry, is preferred. This background is vital for understanding plant operations and identifying opportunities to mitigate environmental and safety risks while controlling costs.
- A general understanding of power plant operations, including the relationship between environmental impacts and compliance with operational and maintenance functions, is desired.
- Advanced qualifications and skills in major environmental legislation related to air, water, hazardous materials, and waste management is required, along with expertise in at least one specialized regulatory area.
- Knowledge of applicable safety statutes and regulations, along with principles for maintaining an effective safety program, is desired. A working knowledge of Cal-OSHA, ANSI, DOT, NFPA, and NEC regulations is preferred.
- Experience using Continuous Emissions Monitoring System (CEMS) software is desired.
- Ability to perform and manage multiple tasks in an industrial environment while promptly identifying and analyzing complex compliance risks.
- Strong oral communication, writing, and analytical skills are essential for presenting facts, conclusions, and recommendations effectively in both formal and informal formats.
- Ability to deliver training material in an easily understandable manner.
- Excellent interpersonal skills with a proven ability to build consensus among internal and external stakeholders are necessary.
- Must possess and maintain a valid Drivers License at all times.
