II.Context
The crisis in Syria has entered its tenth year with little prospects for an imminent end to violence that is faced on daily
basis and impact the lives and exacerbate the vulnerability of children, women, the elderly, and the disabled.
In addition, the widespread displacement and deterioration of life conditions have negatively influenced the social and economic fabric of Syria
Under the overall direction of the Area Manager, and in close coordination with the Area associate, the Project Technical officer will work in collaboration with the Project / partner team to supports the implementation of project’s activities in addition to monitoring and reporting on implemented initiatives insuring implementation of activities in line with UNDP rules and regulations, planned targets, budgets, and time frames with providing technical support for related issues, as instructed by the Area Technical Officer.
III. Objectives of the Assignment
Functions / Key Results Expected:
Project Technical Officer – Climate Change, under direct supervision of Area Manager, in Rural Damascus, will deliver the following tasks:
1)Planning support:
-Provide Support in development area analyses.
-Support the Area Manager in conducting community-based needs assessment, including mapping and assessment of key stakeholders, assessing risks and resources.
-Support in Identifying key entry points for UNDP’s climate change electrical initiatives.
-Support in implementing the proposals for climate change electrical works initiatives.
-Keep abreast of ongoing electrical works in the target area and provide inputs to officer for climate change electrical works in developing and updating the UNDP Syria’s strategy for climate change.
2)Implementation and monitoring support:
-Support in developing monitoring indicators and undertake technical monitoring of the initiatives.
-Support in Prepare the deferent project reports, as required.
-Support climate change civil engineering works projects staff and provide the needed training to insure good implementation.
-Support in key operational procedures including the preparation of grant and partnership agreements; preparation and processing the payment requests; and other actions as required.
3)Knowledge management and networking
-Establish working relationships with key stakeholders at the governorate and municipal levels.
-Compile and document lessons learnt and best practices and promote innovation.
Support the Team in developing communication materials including human interest stories, as well as key messages reflecting the implementation on the ground

VII. Recruitment Qualifications
Education: A bachelor’s degree in civil engineering, or other related fields can be considered with three years of relevant experience.
Experience: Three years of operational experience
Construction experience, especially in the field of treatment plants.
Language Requirements: Excellent command of Arabic and English
