The Water Quality Program within the Department of Ecology is looking to fill an NEP Stormwater Project Specialist (Environmental Specialist 4) (In-Training) position. This position is locatedin our Headquarters Office inLacey, WA.Upon hire, you must live within a commutable distance from the duty station.
Do you want to be a part of Puget Sound recovery efforts? Do you have experience in planning, designing, constructing, or maintaining stormwater pollution control or research projects? As one of Ecology’s Stormwater Strategic Initiative - National Estuary Program (NEP) team members, you will work in partnership with Tribal and local governments, non-profits, lead organizations, and higher education research staff to fund and implement an array of stormwater improvement and research projects directed towards Puget Sound recovery. The EPA-funded National Estuary Program prioritizes projects throughout Puget Sound and in coordination and cooperation with the Habitat and Shellfish Strategic Initiative Lead organizations. You will be responsible for developing relationships with Tribal and local governments, local non-profit staff, and researchers to provide guidance as they develop project proposals and manage funded projects.
Note: This position offers a career path and on-the-job training. This position allows you to progress through the Environmental Specialist field and achieve the goal class of an Environmental Specialist 4 (ES4). Candidates will be considered at the ES3 and the ES4 levels, depending on their qualifications. For salary levels for each, please see the qualifications section.

Telework options for this position: This position will have flexibility of a hybrid schedule, empowering work from home and office, providing less time in traffic and shrinking your carbon footprint. Duties
What makes this role unique?
You will have the opportunity to collaborate with, and learn from, a dynamic team of environmental professionals that are focused on Puget Sound recovery efforts. The type of projects that are funded with National Estuary Program (NEP) financial assistance are planning and direct implementation of stormwater best management practices, as well as research directed towards understanding emerging contaminants of concern. You will collaborate with Ecology’s NEP planners, as well as other state agency participants in planning efforts for Puget Sound recovery and will provide direct assistance to funding recipients to ensure that projects provide the maximum water quality value.
What you will do:
- Collaborate with the Strategic Initiative Leads: Stormwater, Habitat, and Shellfish, as well as local governments, Puget Sound lead integrating organizations, and higher-education research staff.
- Review funded project progress by assessing quarterly reports and project deliverables and conducting site visits.
- Coordinate with Ecology Water Quality Combined financial assistance planners to ensure that funded NEP projects maintain consistency with the Stormwater Financial Assistance program.
- Proactively identify issues with project scope, schedules, or budgets that could affect project implementation.
- Together with the Strategic Initiative Leads, review new project applications and provide recommendations for funding projects.
- Negotiate and write new funding agreements.
- Work within a team environment to identify emerging issues that influence NEP project prioritization.
- Seek out resources and training as needed to develop expertise in these areas, and provide training and technical assistance to teammates, and internal and external partners.
Qualifications
This is an In-Training position. The goal class for this position is Environmental Specialist 4 (ES4). We will consider applicants who meet the requirements for the ES3 and ES4 levels. If the finalist meets the requirements for the ES3 level, they will be hired in at that level and placed into a training program to become an ES4 within a specified period of time.
Required Qualifications:
Years of required experience indicated below are full-time equivalent years. Full-time equivalent experience means that any experience where working hours were less than 40 hours per week will be prorated in order to meet the equivalency of full-time. We would calculate this by looking at the total hours worked per week, divide this by 40, and then multiply by the total number of months worked. Examples of the proration calculations are:
- 30 hours worked per week for 20 months: (30/40) x 20 months = 15 months full-time equivalent
- 20 hours worked per week for 12 months: (20/40) x 12 months = 6 months full-time equivalent
Experience for both required and desired qualifications can be gained through various combinations of formal professional employment, education, and volunteer experience. See below for how you may qualify.
At the Environmental Specialist 3 level: Pay Range 53 ($4,740 - $6,384 monthly) In-Training
A total of six (6) years of experience and/or education as described below:
- Experience in environmental analysis or control, or environmental planning.
- Education: involving a major study in environmental, physical, or one of the natural sciences, environmental planning, or other allied field.

Special Requirements/Conditions of Employment:
- Must possess and maintain a valid state driver’s license.
Desired Qualifications:

- Experience with EPA-funded National Estuary Program Stormwater Strategic Initiative pass-through funding and federal grants, including project management and federal reporting requirements.
- Experience with stormwater pollution management and water quality improvement projects and federal grants, including federal reporting requirements.
- Scientific knowledge of water pollution problems and impacts to water quality, and direct familiarity with implementation of best management practices for water quality improvement and protection.
