Key Business Objectives
This position is for an expert who has deep, practical, operational experience in Air and greenhouse gas emissions (GHG) issues while supporting a business development cycle of green energy initiatives related to compression and midstream operations. This position supports all operations and business development units in the lower 48 states where USAC conducts business. Work will include but is not limited to working with local, state, and federal agencies to facilitate and obtain the necessary permits/authorizations that impact our projects. This position is also responsible for the creation and implementation of mitigation strategies as required by either law or permit requirements. This position is based in our Houston, TX office.
Duties and Responsibilities:
- Manage environmental aspects throughout the development process for a pipeline of green energy projects including applications, site planning, scoping and review of environmental studies, State and Federal agency consultations, and customer relations.
- Advise Business Managers, company Development Directors and others regarding the environmental aspects of projects from planning phases through implementation.
- Review drafts of methodologies, applications, studies, scopes of work, and reports for environmental studies and activities.
- Develop strategies to mitigate environmental impacts of projects from project inception through post-construction.
- Solve unique and complex problems and develop solutions for changing regulatory environment at the state and local level and advise on technical standards.
- Respond to internal environmental-related inquiries in support of existing and new business development activities, including third-party due diligence.
- Evaluate, purchase, and troubleshoot Catalytic Converter, Muffler, AFR design and provide support for contract quoting including Engine Pedigree approval.
- Prepare and oversee complex air permit applications for stations and other operational facilities as requested.
- Develop and maintain strong collaborative relationships with key allies, stakeholders, and regulators.
- Develop and implement environmental compliance programs and tools in accordance with federal and state regulations or internal company requirements (e.g., NSPS JJJJ, NSPS OOOO/OOOOa/b, NESHAPs ZZZ, etc.).
- Evaluate the impact of NEPA (National Environmental Policy Act) and state environmental documents, including EISs, EAs, and other federal, state, and local environmental permits as needed.
- Manage and execute the preparation of reports for various assets as necessary and required, including sourcing data, summarizing emissions, and reduction opportunities, including EPA Subpart W and IRA.
- Gather, maintain, and analyze datasets to monitor and calculate emissions. Continuously improves data quality and integrity.
- Provide training and guidance to staff regarding environmental affairs, permitting, and siting.
- Provide other support as needed for Operations compliance and mechanical availability.

Skills/Capabilities and Education
- Bachelor’s Degree or higher in Engineering or Environmental Science
- Minimum of 7 years of experience in Air and GHG environmental compliance/permitting or regulatory compliance in an oil and gas production, petrochemical, and/or midstream energy entity.
- Experience in air permitting, compliance, and emissions event reporting for midstream energy facilities in USAC operational regions.
- Exceptional oral and written communication skills needed to collaborate with multiple clients.
- Prior experience with submitting Subpart OOOO/OOOOa/OOOOb reports to EPA.
- Knowledge of GHG and ESG issues with respect to reductions and dealing with stakeholder-related issues.
- Ability to network and gain collaboration from members of other workgroups.

Working Conditions:
- Working conditions are in a normal office setting most of the time.
- Travel will be required up to 25-35% of the time (estimated).
- Periodic lifting requirements of at least 50 lbs.
- Exposure to extremes in temperature and weather conditions depending on travel location.
- Some exposure to high noise levels in excess of 85dBA that require ear protection, as well as exposure to potentially hazardous chemicals and materials.
- Working conditions in natural gas compression vary from one job site to another. Some job sites are indoors in compressor stations while other sites are outside, exposed to a variety of weather conditions.
- Ability to stand and walk on uneven and varied terrain, climb ladders and stairs, stoop, squat, kneel, crouch and crawl depending on the task requirements.
