General Description
Under the guidance of the Regulatory Compliance and Planning Manager, the NEPA Specialist will support the National Aeronautics and Space Administration (NASA) Environmental Management Branch (EMB) at Kennedy Space Center (KSC). The primary responsibility of this role is to ensure compliance with the National Environmental Policy Act (NEPA) and related regulations, assisting NASA, its contractors, and commercial tenants at KSC.
How You Will Fulfill Your Mission
- Review, evaluate, and interpret federal, state, and local regulations. Communicate these requirements to NASA and KSC contractors and tenants.
- Assess potential environmental impacts by reviewing project information, including statements of work, site plans, and engineering drawings. Consult with subject matter experts as necessary.
- Assist with the KSC environmental checklist process. Work with the NASA EMB to issue Records of Environmental Consideration, providing guidance on waste management, land use controls, cultural resources, storage tanks, and permitting requirements.
- Oversee the KSC NEPA database, managing environmental checklist, site plan, and excavation permit reviews. Implement updates and strategic changes to enhance functionality. Support Environmental Due Diligence efforts as assigned.
- Conduct research on environmental topics and regulations. Contribute to the development of policy and guidance documents.
- Participate in reviews and updates of environmental documents, databases, and tools, working as part of a multidisciplinary team.

Specific Knowledge/Certification Requirements
Minimum Qualifications
- Bachelor’s degree in environmental science, planning, policy, engineering, or a related field.
- Minimum of 3 years relevant experience.
- Proficiency in Geographic Information Systems (GIS) software.
- Strong knowledge of environmental regulation
- Demonstrated ability to work as a team member across technical disciplines.
- Communicate effectively, both verbally and in writing, where the information being communicated includes precise data and terminology.
- Ability to read, analyze and understand written information including regulations, statements of work, site plans, and engineering drawings.
Preferred Qualifications
- Training and/or experience in preparation of reports/consultations related to Section 106 of the National Historic Preservation Act (NHPA), Section 7 of the Endangered Species Act (ESA), Coastal Zone Management Act (CZMA), and/or Section 404/401 of the Clean Water Act (CWA).
