The Office of Drinking Water is seeking an Environmental Engineering Consultant (Deputy Field Director) for the Danville Field Office. Nestled between the Blue Ridge Mountains and Virginia’s beaches and situated along the Dan River, Danville is an attractive mix of deep American history and offbeat, vibrant downtown. Danville is located near a multitude of outdoor activities, and proximity to a variety of attractions. Danville is an active city surrounded by rural countryside. The Danville Field Office currently serves the counties of Amelia, Appomattox, Bedford, Brunswick, Buckingham, Campbell, Charlotte, Cumberland, Franklin, Halifax, Henry, Lunenburg, Mecklenburg, Nottoway, Patrick, Pittsylvania, Prince Edward, and the Cities of Lynchburg, Danville, and Martinsville. Under Section 32.1-167-176 of the Code of Virginia and the Federal Safe Drinking Water Act, the Department of Health (VDH) is required to provide safe drinking water regulations. These functions are initiated and monitored by (2)Interpreting federal and state regulations applicable to waterworks owners and operators, (3)providing guidance to owners and operators to ensure they achieve compliance with health and safety standards, (4)providing assistance to help waterworks return to compliance in cases where they violate the standards, (5)training operators in the operation and maintenance of waterworks, and (7)providing information about drinking water quality to the general public. This position also assists in the overall administration and management of the field office.
Under Section 32.1-167-176 of the Code of Virginia and the Federal Safe Drinking Water Act, the Department of Health (VDH) is required to provide safe drinking water regulations. The Environmental Engineering Consultant manages the technical services and permitting programs in the field office and serves as the subject matter expert within and outside the agency in a variety of technical areas.
Critical duties of this position include:
(1) Technical program management
(2) Provide high level technical assistance
(3) Oversee the permitting program in the Office
(4) Assist and supervise technical staff
(5) Conduct quality assurance program reviews
(6) Research technological developments
(7) Recommend changes to policies and regulations
(8) Support optimization efforts of regulated community
(9) Assist in the overall administration and management of the field office.
(10) Conduct sanitary surveys of DFO’s largest and most technically complicated waterworks.

Minimum Qualifications
A Virginia Professional Engineering (PE) license or the ability to obtain within 1 year.
Working knowledge of engineering principles and practices, biology, microbiology, chemistry, and math.
Extensive knowledge of technology associated with provision of drinking water.
Ability to use computers for word processing and data management.
Ability to communicate effectively in English, including written and verbal communication, and to produce technical reports.
Ability to review technical work product.
Ability to present information before groups and in public meetings.
Ability to interpret regulations and technical documents.
Ability to manage complex projects and regulatory programs.
Comprehensive knowledge of drinking water laws, regulations, standards/methods.
Ability to effectively supervise others.
Additional Considerations
BS degree in Civil, Environmental, or Chemical from an accredited college.
Advanced degree in a relevant discipline.
Program management experience.
Familiarity with process improvement and optimization.
