Job Description
Advanced level ESH Point of Contact (POC) providing support for three research facilities within the Materials, Chemical and Computational Science (MCCS) Directorate at NREL. These facilities support research that ranges from foundational science to industry-relevant applied R&D for renewable energy and energy efficiency. Research focus areas include: Materials Science and Characterization, Chemistry, Nanoscience, Photovoltaics, Semiconductors, Perovskite Research, and Fuel Cells and Hydrogen.
Interacts with researchers, support staff, senior managers, and DOE on a regular basis.
Provide support as an ESH Point of Contact (POC) for assigned R&D and support organizations. Support will include:
- Conducting advanced risk assessments
- Responding to staff inquiries and requests for assistance on ESH matters
- Completing code compliance reviews
- Reviewing plans and drawings for future research projects, including performing design reviews and Process Hazard Analyses
- Presenting ESH information at meetings
- Assisting in resolution of ESH concerns and issues
- Reviewing safe operating procedures and other work authorization activities
- Developing and implementing workplace exposure monitoring plans
- Performing safety assessments and readiness reviews prior to operation of new/changed research experiments
- Interacting with researchers, line management, research operations managers, and senior management
Serve as a POC for building-related ESH issues which may include ESH support for construction and maintenance activities, fire and life safety assessments, and indoor air quality assessments.
Provide guidance to NREL staff on implementation of various ESH programs.
Apply advanced ESH technical skills to tasks within areas of expertise such as industrial hygiene, occupational safety, emergency response and others singly or in combination.
Lead/facilitate Process Hazard Analyses or other complex hazard/risk assessment processes for research operations involving highly toxic or pyrophoric hazardous production materials as well as for other hazardous materials which may be used under extreme vacuum, high pressure and high temperature conditions.
Implement and administer assigned NREL ESH programs and Office Desk Procedures.
Perform special project technical work, individually and as a team member or team leader.
Develop plans for and conduct ESH inspections, audits and oversight assessments.
Support and participate in Safety & Security Council/Safety Panel activities.
Develop and provide ESH training to various organizational units. The training may be formal scheduled classes or informal, on-demand training on special topics.
Act as backup for ESH programs assigned to other ESH&Q Office members. These programs will be assigned based on the needs of the ESH&Q Office and the expertise of the individual.
Conduct accident/incident investigation and causal analysis as needed. Follow-up on corrective action implementation.
Support incident response operations.
Basic Qualifications
Relevant Bachelor's Degree and 9 or more years of experience or equivalent relevant education/experience. Or, relevant Master's Degree and 7 or more years of experience or equivalent relevant education/experience. Or, relevant PhD and 4 or more years of experience or equivalent relevant education/experience. Or, relevant JD and 4 or more years of experience or equivalent relevant education/experience. Applies extensive technical expertise, and has full knowledge of other related disciplines. Contributes to the development of new concepts, techniques and standards. Considered internal subject matter expert. Extensive knowledge of laws, regulations, principles, procedures and practices related to specific field. Excellent leadership, project management and problem solving skills. Ability to use various computer software programs.

Preferred Qualifications
- ESH experience in a semiconductor fabrication/foundry cleanroom or related industry (Semiconductor R&D or manufacturing environment).
- Experience with fire and building codes as they relate to H5 occupancies containing hazardous production materials (HPM) used in semiconductor fabrication and research and development laboratories.
- Ability to work in a highly dynamic team environment.
- Experience with work planning and control systems.
- Experience working with portable or fixed toxic gas monitoring equipment for highly toxic gases.
- Experience in applying equipment engineering standards to design builds of research equipment (i.e., SEMI S2).
- Strong chemical safety background and ability to recognize and specify requirements for controlling hazards from a large diversity of chemicals.
- Ability to give, receive and comprehend directions of a complex nature.
