Under general direction of the Chief, Project and Business Management Division, a CEA B, the incumbent of the Information Technology (IT) Business Management Section is responsible for the management and oversight of the Department of Transportation's (Caltrans) Contract and Performance Management including IT Acquisitions, Certifications and Contracts, the Technology Business and Financial Management Operations, and the Administrative Operations. The incumbent is primarily responsible for developing, planning, organizing, and managing the functions of the subordinate groups. The incumbent must be able to gain and maintain the confidence and cooperation of others and act with flexibility and tact to achieve the goals of the Division, Department, and the Chief Information Officer. The incumbent also works as a liaison with the IT Certifications and Division of Procurement and Contracts in the processing of procurement packages and collaborates on the adoption of common procurement practices and shared services. The incumbent fosters and builds a dynamic team to provide innovative solutions. The incumbent coordinates workload with staff ensuring equal distribution of assignments and ensures that priorities are well defined and communicated, while escalating issues and risks appropriately with recommended mitigations.

Working Conditions
The incumbent performs work indoors in a climate-controlled environment under artificial lighting. The incumbent may be required to work for extended periods of time in a computer room that maintains an approximate temperature of 70 degrees. The incumbent may work after regular business hours and/or weekends to perform activities to support business operations and/or systems maintenance. The incumbent must carry a cell phone and respond to calls after hours to lead multi-disciplinary IT professionals team(s) in organizing, analyzing, troubleshooting and resolving IT system problems; may travel to various locations to provide expertise for IT operations. This position may be eligible for telework. The amount of telework is at the discretion of the Caltrans and based on the ever-evolving telework policy. Caltrans supports telework, recognizing that in-person attendance may be required based on operational needs. Employees are expected to be able to report to their worksites with minimum notification if an urgent need arises. The selected candidate will be required to commute to the headquartered location as needed to meet operational needs. Business travel may be required and reimbursement considers an employee’s designated headquartered location, primary residence, and may be subject to CalHR regulations or applicable bargaining unit contract provisions. All commute expenses to the headquartered location will be the responsibility of the selected candidate.
