Job Description and Duties
In an ongoing commitment to advancing equity and livability in all communities, Caltrans acknowledge the negative impacts created by the state’s transportation system and how it has harmed Black, indigenous, and communities of color. Caltrans has established commitments to reconnecting communities through a community driven process and eliminating the barriers that have divided communities and exacerbated racial inequities.
Under the general direction of the Office Chief for Transportation Equity and Community Engagement, a Supervising Transportation Planner, the incumbent will carry out Division of Transportation Planning (DOTP) work for federal and state Reconnecting Communities (RC) Programs, and promote RC initiatives throughout numerous other programs. This position, the RC Program Manager, will center on community and partner engagement and relationship building to facilitate a way for affected communities to express how they are burdened by transportation facilities, identify their need for reconnection and improved access, and develop transformational strategies and connectivity solutions.
The incumbent coordinates with headquarters staff, managers, and executives in Division of Local Assistance, DOTP, Equity, Sustainability and Tribal Affairs, project delivery programs, as well as California State Transportation Agency, and district staff and managers. May also coordinate efforts and develop partnerships with other agencies understanding that RC may not be purely a transportation solution. The incumbent leads DOTP coordination for state and federal Reconnecting Communities programs including working with state program leads in Local Assistance. The incumbent works with local agencies, community-based organizations, neighborhood groups, non-governmental organizations, and members of the public.
The incumbent demonstrates leadership and an ability to identify options to meet challenges. The incumbent adheres to Caltrans policy and directives, ensures the Program addresses equity among communities, and includes robust engagement with those communities. Using project management tools and principles the incumbent is accountable for assessing needs, establishing work plans, meeting delivery time frames, reporting success, elevating challenges, and regularly discussing progress with management.
Eligibility for hire may be determined by your score on the Senior Transportation Planner exam. For those who do not have current eligibility (e.g., transfer, permissive reinstatement, or voluntary demotions) and/or who will be new to state civil services employment, you must be on the state examination list to be eligible for these positions.
