Job Description
At the National Renewable Energy Laboratory (NREL) we are looking for a Directorate Partnership Development Lead for the Energy, Security, Resilience, and Integration (ESRI) Directorate to join our Strategic Partnership Office (SPO), leading NREL’s efforts to expand relationships with a diverse set of partners. The Directorate Partnership Development Lead will have the following primary responsibilities in service to the ESRI directorate:
- Partner with appropriate sector managers and directorate leadership—including the associate laboratory director, center directors, and directorate business development (BD) team members—to develop directorate BD strategies, annual booking goals, budgets and plans, and communicate their progress.
- Work with sector and center BD leads and key principal investigators (PI) to define and build directorate capabilities that align with sector and client-specific strategies, meet directorate goals and investments, and can be developed into offerings for one or more sectors.
- Provide constructive input on draft SOWs, budgets, and project implementation plans.
- Assist as needed with the creation of project technical teams to identify and pursue key strategic partnership project opportunities.
- Initiate and/or participate in key BD meetings with potential partners.
- Identify U.S. Department of Energy program leverage points with directorate laboratory program managers.
- Directly support and oversee achievement of directorate booking targets, including developing resource requirements necessary to meet them and guiding the investment of the BD budget within the directorate.
- Assist sector BD leads and line managers in resolving staffing, client, or directorate delivery issues if/when needed.
- Mentor and develop staff to perform business development within the directorate and participate in the lab-wide BD Community of Practice.
- Represent SPO to the directorate and act as a conduit of information back to SPO from the directorate.
- Work with the SPO team and lab leadership to achieve Impact26 strategic objectives.
The Partnership Development Lead will be responsible for designing the strategy and managing the activities needed to identify, develop, and secure partnership opportunities with partners in strategic areas for NREL’s ESRI directorate. These areas will likely include cyber, resilience, power sector integration activities, and leading key strategic lab-wide efforts such as stewarding an indo-pacific strategy for NREL. The successful candidate will be able to represent a broad number of NREL capabilities and complex topics to partners and connect partners to the right people in the laboratory.
The Partnership Development Lead is expected to work collaboratively with other members of the SPO, colleagues in the Technology Transfer Office (TTO), the team of people doing BD across NREL, and NREL’s research community to accomplish the strategic partnership development goals of the laboratory. A successful Partnership Development Lead continuously improves the mission impact of partnership opportunities within the sector, develops and maintains strong partner relationships, and is recognized as a key contributor to the BD team. The successful candidate will be positioned to directly expand NREL’s impact and support non-DOE entities as they seek solutions for the transition to clean energy.
This position is part of NREL’s SPO and reports to the office director.
Other responsibilities include:
- Monitor progress against annual business development goals and change course as needed to achieve goals.
- Manage portfolio of opportunities to maximize mission impact and probability of capture.
- Work closely with domain experts to develop compelling solutions that partners value.
- In consultation with TTO, help partners understand how to work with and contract with NREL.
- Report progress to executive management and ensure the accuracy of the portfolio in NREL’s CRM system.
- Coordinate with line management and principal investigators to maintain a high level of customer satisfaction with partners.
- Seek learning and coaching opportunities to improve skills and grow.
Basic Qualifications
Relevant Bachelor's Degree and 14 or more years of experience or equivalent relevant education/experience. Or, relevant Master's Degree and 12 or more years of experience or equivalent relevant education/experience. Or, relevant PhD and 9 or more years of experience or equivalent relevant education/experience. Or, relevant JD and 9 or more years of experience or equivalent relevant education/experience. Applies advanced technical principles, theories and concepts. Contributes to the development of new principles and concepts. Develops advanced concepts, techniques and standards. Develops new applications based on professional principles and theories. Viewed externally as subject matter expert in field. Comprehensive and advanced knowledge of laws, regulations, principles, procedures and practices related to specific field. Superior leadership, project management and problem solving skills. Ability to use various computer software programs.

The successful candidate will possess the following skillsets:

- Experience developing successful business development strategies.
- Familiarity with clean energy technologies and laboratory capabilities.
- 10 to 15 years of relevant business, and/or science, technology, or social science experience.
- Demonstrated project management and customer relationship experience.
- Demonstrated collaborative partnership development and contract execution experience.
- Proven history of developing and maintaining high levels of customer satisfaction.
- Excellent organizational skills.
- Strong oral and written communication skills.
- Active security clearance or ability to obtain one:
DOE Q + SCI
Clearance: Must be able to obtain and maintain a DOE (L or Q) security clearance and SCI access. SCI access may require a polygraph examination. Eligibility requirements: To obtain a clearance, an individual must be at least 18 years of age; U.S. citizenship is required except in very limited circumstances. See DOE O 472.2A for additional information.
Preferred Qualifications
- Master’s Degree.
- Previous business development or project experience in a government or research lab environment.
- In-depth technical experience in one or more clean technology areas.
- Previous experience using CRM solutions especially Salesforce.

Annual Salary Range (based on full-time 40 hours per week)
Job Profile: Professional V / Annual Salary Range: $114,500 - $206,100
