The Policy Analyst contributes to efforts to influence and establish state and local policy across the Midwest to advance Rewiring America’s mission. This position plays a critical role on the State and Regional Policy team by developing and supporting campaigns to encourage electrification, cultivating networks with external partners, producing policy analyses and recommendations, and undertaking strategic coordination and project management responsibilities. This position reports to the Senior Manager, Midwest Regional Policy.
What You’ll Do
Policy coordination, outreach, and execution:
- Work with the Senior Manager, Midwest Regional Policy to identify and execute policy campaigns across priority states and localities.
- Manage the execution of specific policy campaigns as needed.
- Devise new solutions and adapt existing approaches to complicated policy issues, sometimes based on limited precedent.
- Provide project management and thought leadership on cross-cutting projects and topics for the State and Regional Policy Team, such as IRA implementation, gas system transition, rate reform, clean heat standards, workforce development, and public utility commission advocacy coordination.
- Become a source of truth within Rewiring on the happenings and policies of specific states and localities, as well as how they interact with cross-organizational workstreams and priorities.
- Cultivate relationships with diverse external partners and provide thought leadership in a variety of external settings, ranging from coalition meetings and speaking engagements to policy decision-making venues (e.g. testifying on a priority bill).
Policy analysis and research:
- Track regulatory and legislative actions and opportunities that affect and/or advance Rewiring’s mission.
- Conduct research and analysis to identify and develop specific policy initiatives at the state and local levels.
- Identify gaps and opportunities in existing electrification policies, suggesting pathways to enhance outcomes.
- Cultivate deep subject matter expertise on strategic and timely topics to advance the broader objectives of the State and Regional Policy team.
- Work with colleagues to evaluate emerging policies, technologies, and other developments. Communicate findings succinctly in fact sheets, memos, and other written formats.

Core:
- 1+ years of relevant work experience, including direct policy and advocacy work in climate, energy, building electrification, environmental justice, and/or other related topics
- Strong commitment to the mission, policies, and goals of Rewiring America
- Critical thinker with exceptional writing and communication skills, including the ability to distill complicated information for different audiences
- Highly organized project manager or coordinator and facilitator adept at collaborating with various stakeholders, both internally and externally
- Collaborative work style
- Familiarity with technology to support remote teamwork
- Ability to travel 10-15% as needed. Travel will primarily be regional with the exception of occasional conferences/trainings and staff all hands meetings.
Preferred:
- Experience working in an entrepreneurial setting with tight deadlines
- Experience working with diverse advocacy coalitions
- Advanced degree or equivalent work experience in public administration, public policy, political science, law, economics, or a related field
- Preference for candidates residing in Michigan or Wisconsin
Compensation and Benefits
The salary range for this position is $65,000 - $90,000 commensurate with qualifications and experience. Comprehensive benefits package that includes 100% employer-paid health, dental, and vision insurance for employees (and their families). Employees are able to enroll in 401k retirement plan and are eligible for a 3% automatic contribution and up to a 3% employer match on 401k contributions. Employees are also eligible for pre-tax transportation benefits. Employees will receive 160 hours of vacation time, 80 hours of health leave, up to 2 days of casual leave, and 20 hours of volunteer leave annually. Employees will also receive 11 paid holidays throughout the calendar year (13 days during Presidential and Congressional elections). We have an office closure between Christmas and New Year. Employees are eligible for 12 weeks of paid family and medical leave after 90 days of employment. Regular, full-time employees and part-time employees are eligible to take up to sixteen weeks of parental leave, in all cases related to birth, adoption, or foster care starting from the first day of employment.
