The Avangrid Renewables Construction Permitting and Environmental Compliance Manager will report to the Senior Director of Organic Growth Permitting and Environmental. Although the position is housed within the development permitting department, the position is responsible for construction permit and environmental compliance. The position will be accountable for understanding the individual Project’s environmental and permitting conditions and associated compliance during detailed design and construction across the portfolio in accordance with the organization’s policies and applicable laws. This position is office based but will require travel to each site under construction on a monthly or bi-monthly basis. This position will also support and interact with Development, Engineering and Operations teams.
Responsibilities
- Manage interactions with permitting agencies, implement permit conditions for Key Discretionary Permit and all other federal, state, and local environmental permits including jurisdictional waters permits, endangered species permits, eagle permits, cultural resources review, as required for successful project construction.
- Create, review, and evaluate schedules, budgets and consultant requirements to implement permitting, environmental risk management, and compliance on projects.
- Manage to existing budget estimates for projects.
- Select, manage, coordinate, and lead consultants used for environmental and permit support.
- Coordinate activities within the Company (GIS, development, engineering, and operations) and with outside consultants to achieve all regulatory, siting, and environmental requirements and approvals needed to achieve project regulatory compliance, guidance and policy adherence, and Company objectives.
- Develop and execute strategies for monitoring contractor permitting obligations, permit compliance and stakeholder engagement.
- Provide regular input to Sr. Management on permit compliance and stakeholder engagement processes effectiveness across the portfolio.
- Participate in process interface with the construction contractors to ensure permitting obligations are adequately considered through the course of detailed engineering design and construction.
- Oversee permitting efforts for amendments and modifications during construction.
- Represent Avangrid as main Point of Contact with agencies, and other stakeholders.
Required Qualifications
- Bachelor's degree in Biology, Environmental Sciences, Engineering, Business or the equivalent combination of education and experience.
- 5 years of experience in project permitting and environmental compliance or equivalent experience.
- Demonstrated problem solving, negotiating and oral and written communication skills.
- Domestic travel required (anticipated 50%).
- Working knowledge of Windows-based business software applications, including Word, Teams, Outlook, PowerPoint, and Excel.
Preferred Qualifications
- Advanced degree in Biology, Environmental Sciences, Engineering, Business, or comparable degree.
- Previous management experience, project management training or technical training on environmental matters.
- Knowledgeable of relevant state and federal permitting and wildlife regulations including but not limited to Migratory Bird Treaty Act, Endangered Species Act, Clean Water Act, National Environmental Policy Act, and Bald and Golden Eagle Protection Act
- Experience and knowledge of environmental permitting regulations for complex renewable energy projects.
