Purpose and Scope
Lead the Vietnam HSSE function to ensure effective implementation of Sembcorp HSSE policies, standards and procedures, compliance with applicable legal and regulatory requirements, and provision of governance and assurance across development, construction and operational assets. The role is responsible for driving HSSE excellence, strengthening contractor management, and providing strategic HSSE leadership across multiple projects and sites in Vietnam.
Key Roles and Responsibilities
- Lead and manage the Vietnam HSSE team, providing direction, coaching and support to achieve business and HSSE objectives.
- Develop, implement and continuously improve HSSE strategies, policies, programmes and initiatives in alignment with Sembcorp requirements and applicable statutory regulations.
- Provide HSSE governance, oversight and assurance for development, construction and operational assets, ensuring effective implementation of risk management processes and critical risk controls.
- Support business and project teams in achieving compliance with legal, regulatory and corporate HSSE requirements.
- Lead contractor HSSE management and assurance programmes, including evaluations, audits, inspections, performance reviews and corrective action monitoring.
- Drive implementation of HSSE management systems and monitor performance through audits, inspections, investigations and assurance activities.
- Lead and facilitate incident investigations, ensuring effective root cause analysis, corrective action implementation and sharing of lessons learnt.
- Advise management on HSSE risks, regulatory developments, emerging issues and improvement opportunities.
- Establish and maintain effective relationships with regulatory authorities, contractors, consultants, customers and relevant external stakeholders on HSSE matters.
- Lead emergency preparedness, crisis management and business continuity initiatives, including emergency exercises and response planning.
- Monitor and report HSSE performance trends, key risks and assurance findings to management and corporate stakeholders.
- Foster a positive HSSE culture and drive continuous improvement across all business activities.
Qualification, Skills, and Experience
- Degree in Safety, Engineering, Environmental Management or related discipline.
- Valid Occupational Safety and Hygiene Training Certificate (Group 2) in accordance with Vietnamese regulatory requirements.
- Minimum 10 years of HSSE experience, including significant experience in construction and industrial operations.
- Proven experience leading HSSE teams and overseeing multiple construction projects and operational sites.
- Strong knowledge of Vietnamese construction, occupational safety, environmental and fire safety regulations.
- Fluent in written and spoken English and Vietnamese, with the ability to effectively liaise with Singapore-based management and corporate stakeholders.
- Certified Safety Auditor, NEBOSH, CSP or equivalent professional HSSE qualification would be an advantage.
