ARM Energy’s Midstream team is seeking qualified candidates for an Environmental, Health & Safety Manager to support the Mustang Express Pipeline, a 236-mile, 42-inch natural gas transmission pipeline moving Permian Basin production to Gulf Coast and LNG export markets. This position is based out of our Houston office, with significant travel to the field along the pipeline right-of-way as required by construction activity.
Position Overview:
The successful candidate will have a deep understanding of environmental, health, and safety program management for large-diameter natural gas pipeline construction, including OSHA, environmental permitting and compliance, and contractor safety oversight, along with strong leadership and communication skills. This position is accountable for developing, implementing, and administering the project’s EHS program across all phases of construction and operations, ensuring regulatory compliance, and instilling a strong safety culture among ARM Energy personnel and third-party contractors.
Primary Responsibilities:
- Serve as the primary point of contact for environmental and safety regulatory agencies, including OSHA, EPA, the U.S. Army Corps of Engineers, and applicable state agencies
- Monitor construction activities for compliance with permit conditions, including Clean Water Act, Section 404/401, SWPPP, cultural resources, and threatened & endangered species requirements, and the Clean Air Act
- Develop, implement, and administer the EHS program for the Mustang Express Pipeline once operational
- Conduct routine site inspections and audits of contractor safety and environmental practices; identify deficiencies and drive corrective action to closure
- Lead incident investigations, root cause analysis, and reporting for safety incidents, near misses, and environmental releases
- Develop and deliver EHS training and orientation programs for ARM Energy employees and contractor personnel
- Coordinate with construction management, engineering, and third-party inspection teams to integrate EHS requirements into project planning and execution
- Maintain EHS documentation, permits, and recordkeeping
- Track and report EHS performance metrics, including TRIR, DART, near misses, and environmental non-conformances, to project leadership
- Support emergency response planning and participate in drills and exercises along the pipeline right-of-way
- Manage relationships with third-party EHS consultants, auditors, and inspection contractors.
- Effectively communicate across all levels of the organization and align expectations about the project’s EHS scope, objectives, and outcomes
QualificationsRequirements:
- Bachelor’s degree in Occupational Safety, Environmental Science, Engineering, or equivalent combination of education and experience
- 10-15 years of progressive EHS experience, with a significant portion in pipeline or heavy civil/industrial construction
- Minimum of 5 years’ experience managing EHS programs on natural gas or natural gas liquids pipeline construction projects
- Minimum of 5 years’ experience managing contractor safety on large-scale construction projects
- Demonstrated knowledge of OSHA construction standards (29 CFR 1926) and (29 CRF 1910)
- Working knowledge of environmental permitting and reporting requirements, including CAA, CWA, SPCC, and EPCRA.
- Experience managing third-party contractors and inspection personnel in a field construction environment
- Management experience in the pipeline industry
- Demonstrated ability to analyze problems, prioritize tasks, and lead incident investigations
- Understanding of federal, state, and local regulatory requirements applicable to pipeline construction
- Fluent in English, oral and written required
- Willingness to travel extensively and spend significant time in the field along the pipeline during construction.

- Ability to effectively communicate and interface with regulators, landowners, and contractors
- Ability to address and handle confidential issues and materials on a regular basis
- Ability to accept changes and quickly align resources to effect outcomes
- Strong leadership skills with the ability to influence safety culture across all levels of a project
- Proficient with Microsoft Office Suite
