Role responsibilities
Overview
We are seeking a qualified and motivated Environmental Engineer with Health and Safety certification to support environmental compliance, occupational health and safety performance, sustainable project delivery across projects in Angola, company-wide compliance with legal HSE requirements and internal information dissemination.
The successful candidate will work with project teams, contractors, supervision personnel, and clients to help implement environmental and HSE requirements during planning, construction, and operational phases. The role includes environmental inspections, HSE monitoring, incident investigation, contractor compliance oversight, reporting, and support to the implementation of mitigation measures in line with legal, contractual, and lender requirements where applicable.
This position is suited to a professional with strong site awareness, sound technical judgment, and practical experience in environmental management and health and safety compliance within the Angolan project environment.
Key responsibilities
Environmental compliance
- Support implementation of:
- Environmental Management Plans (EMPs),
- Construction Environmental Management Plans (CEMPs),
- Waste Management Plans,
- Erosion and sediment control measures,
- Spill prevention and response procedures,
- Rehabilitation and reinstatement requirements.
- Monitor compliance with:
- environmental licence and permit conditions,
- project environmental specifications,
- contractor method statements,
- client HSE requirements,
- applicable Angolan environmental legislation and regulations.
- Conduct routine site inspections and audits covering:
- waste handling and disposal,
- hazardous substances storage,
- water pollution prevention,
- dust suppression,
- noise control,
- vegetation clearing limits,
- camp and laydown area compliance,
- housekeeping and spill control.
- Identify non-conformances and track corrective actions through to close-out.
- Support environmental monitoring, record-keeping, and compliance reporting.
Health and safety support
- Support implementation of project HSE plans and safe work procedures.
- Participate in hazard identification and risk assessments.
- Conduct HSE inspections and monitor compliance with site safety controls.
- Support incident, near-miss, and non-conformance investigations.
- Participate in toolbox talks, inductions, and HSE awareness initiatives.
- Verify use of PPE and compliance with site access and work permit requirements.
- Support emergency preparedness measures and incident response readiness.
Reporting and coordination
- Prepare:
- inspection reports,
- incident reports,
- audit findings,
- monthly HSE/environmental reports,
- compliance registers and action trackers.
- Liaise with:
- contractors and subcontractors,
- supervision teams,
- client representatives,
- project managers,
- environmental and social specialists,
- and, where required, relevant authorities,
- Suppor document control and maintenance of environmental and HSE records for audits and reviews.
Minimum requirements
- Bachelor’s degree in Environmental Engineering, Environmental Science, Civil Engineering with environmental specialization, or related field.
- Recognized Health and Safety certification, such as:
- NEBOSH,
- IOSH,
- SAMTRAC,
- OSHA-based certification,
- or equivalent recognized qualification.
- Minimum 3 years’ relevant experience in environmental and/or HSE compliance on construction, infrastructure, industrial, mining, water, transport, or energy projects.
- Practical experience in site inspections, compliance monitoring, incident reporting, and contractor oversight.
- Good understanding of environmental and HSE risks associated with construction and project implementation.
- Ability to prepare clear technical and compliance reports.
- Portuguese and English proficiency is mandatory.
Preferred experience
- Experience working on projects in Angola.
- Familiarity with Angolan environmental permitting and project compliance processes.
- Experience supporting compliance with:
- IFC Performance Standards,
- lender E&S requirements,
- World Bank ESHS expectations where relevant,
- ISO 14001 and ISO 45001 management systems.
- Experience in contractor HSE management and site supervision environments.
- Professional registration or eligibility for registration with a recognized engineering or environmental body.
