Summary
You will serve as a Supervisory Environmental Protection Specialist (Chief of Planning and Compliance) at Hawaii Volcanoes National Park with the National Park Service. Coordinates the environmental compliance and historic preservation programs for all operational and development planning in the park. Provides general coordination, technical assistance and support for the preparation of all visitor-use and infrastructure planning activities within the park.
Major Duties
Some of the major duties you will perform include but are not limited to the following: Oversees a complex planning and compliance program under the direct supervision of the Park Superintendent. The incumbent works with division chiefs to develop planning and compliance requirements, prepares scopes of work for contracts and in-house services, recruits, trains, and supervises a subordinate staff of specialists and assistants, and evaluates and ensures all federal undertakings are compliant with legal and policy requirements. Manages multiple highly visible, multi-phased, and/or unique compliance projects with overlapping schedules through leadership, coordination, document preparation, and interagency involvement. Coordinates compliance actions and writes compliance documents [Environmental Impact Statements (EIS), Environmental Assessments (EA), Programmatic Categorical Exclusions (PCE), etc.] related to park planning, operations, infrastructure maintenance or development, Rights of Ways, and Special Use Permits. The incumbent serves as an integral part of the park senior management team, working closely with other branch chiefs in the establishment and execution of park policies and priorities; Coordinates cross division planning efforts, such as strategic plans and site plans. Serves as key advisor to the Superintendent on critical and sensitive issues, external affairs, and projects. Manages functions and staff of the Superintendent office, including sensitive and controlled correspondence, FOIA's, and record keeping. Investigates and prepares responses to park controlled/Congressional correspondence and on other sensitive issues.
