Major Duties
As a Supervisory Facility Operations Specialist, you will perform the following duties: Operate and maintain facility systems including electrical, mechanical and utility systems. Responsible for lifecycle maintenance plans including immediate schedules and long-term planning. Meet mission operating requirements and improve facility availability and mission readiness of repair projects, maintenance requirements, service contracts, and construction projects ensuring safe and reliable operations. Provide project management and technical expertise to support facility infrastructure development, risk management plans and mitigation strategies. Execute procurement milestones and cost estimates according to the Southwest Fisheries Science Center's (SWFSC) budget. Serve as a manager executing contracts and overseeing contractors performing repairs, installation or construction. Develop and negotiate contract specification packages and scope of work (SOW) that provide designs and timelines involved in maintenance of facilities. Represent the National Marine Fisheries Service (NMFS) in external facility matters, including leases, cooperative agreements, and relations with facility partners. Plan, direct, coordinate and evaluate the work of subordinates. Set priorities and provide advice, counsel or instructions to employees on technical work and administrative matters. Select candidates, evaluate performance and recommend pay, promotions, or reassignments where appropriate. POSITION REQUIREMENTS: This position has physical requirements. Financial Disclosure is required as the job participates personally and substantiallythrough decision or exercise of significant judgment in Government action regardingcontracting and the administration or monitoring of grants. This position requires the operation of a Federal motor vehicle. Incumbent must be able to obtain and maintain a valid state driver's license to operate a government vehicle to travel to field offices, work sites and or meetings. PHYSICAL REQUIREMENTS: Requires ability to stand for long periods of time, ascend/descend ladders, access confined spaces, work in potentially harsh weather conditions on uneven surface.
