JOB SUMMARY
Under the general direction of the Environmental Protection Board (EPB) of the City of Stamford and its Executive Director, performs professional and technical assignments to assist in the implementation of local environmental regulations, policies and programs; does related work as required.
EXAMPLES OF DUTIES
- Assists in the review of inland wetland/watercourse, flood prone area, subdivision and other land use permit applications.
- Conducts independent research and field evaluations for preparing environmental impact assessment summaries.
- Conducts on-site property inspections, documents observations and prepares reports to confirm compliance with the Stamford Inland Wetlands & Watercourses Regulations and the Stamford Flood Prone Area Regulations, the requirements of EPB permits and enforcement actions, and the environmental provisions of other local land use approvals.
- Reviews building permit applications, site plans and other related materials to ensure consistency with local environmental regulations, policies and programs.
- Responds to public inquiries and provides guidance to members of the public and/or consultants by phone, email, and during walk-in hours pertaining to permit requirements and the permit application process for land use agencies.
- Maintains various EPB permit files, records and databases.
- Uses independent judgment, creativity and initiative in daily dealing with superiors, public and other governmental agencies.
- Performs related duties as required.
KNOWLEDGE, SKILLS, ABILITIES AND OTHER ATTRIBUTES
- Ability to work with individuals from diverse backgrounds.
- Knowledge of the Stamford Inland Wetlands & Watercourses Regulations, the Flood Prone Area Regulations, and other related environmental regulations affecting Connecticut municipalities.
- Knowledge of wetland functions and values, field biology, botany, soil science, storm water management, drainage, watershed protection and construction control.
- Knowledge of the use and operation of Geographic Information Systems (GIS).
- Ability to deal effectively with the public, co-workers, applicants and representatives of other local, state and federal agencies.
- Skill in public outreach and education
- Ability to analyze and interpret technical reports, topographic maps, aerial photography, soil data, engineering/construction drawings and other technical data.
- Ability to apply the principals of sound environmental design to project proposals.
- Ability to prepare complex written reports, document observations, and communicate facts and ideas clearly and concisely, both orally and in writing.
- Skill in the use of standard office equipment, including a personal computer and related software.
- Skill in organizing and accomplishing time-sensitive tasks with minimal direct supervisory oversight.
- Ability to traverse difficult, uneven or swampy terrain in all weather conditions.
MINIMUM QUALIFICATIONS
Graduation from an accredited college or university with a Bachelor’s degree in Environmental Science, Environmental Planning, Urban Planning, Geography, Engineering, Wetland Ecology, Physical Earth Sciences, Biology, or a directly related field and two (2) years of progressively responsible experience in environmental assessment, resource management or a related field.
Note: Graduation from an accredited college or university with a Master’s degree in an above-noted educational field may be used to substitute for one (1) year of work experience.
Special Requirement: At time of appointment, possession of a valid motor vehicle operator’s license.
SCOPE EXAMINATION: The examination will consist of an evaluation of the applicant’s education, training, and experience as submitted on the application and Training and Experience Questionnaire. The evaluation will be based on the relevance and depth of the applicant’s background as it relates to the duties and minimum qualifications of the position.
There will be no written examination for this position. Applicants are therefore advised to provide complete and detailed information regarding their education, work history, and any specialized training or certifications relevant to the requirements of the position.
