C40 Cities and the Global Covenant of Mayors for Climate & Energy (GCoM) are working in strategic alignment to deliver a shared set of goals that accelerate city climate action at scale. Since 2023, this collaboration has been jointly delivered, drawing on both organisations’ complementary strengths: C40 driving ambition and city delivery and GCoMj broadening and deepening support across a wider set of cities while convening key partners.
For 2026-2028, the partnership will advance joint priorities across key areas of work, including:
- Technology & Data - Delivering a next-generation city climate reporting and decision-support platform, strengthening data quality and interoperability and piloting responsible AI applications to help cities plan, track and accelerate action.
- Multilevel Partnerships - Strengthening coalition governance and national-level engagement to support mayors and subnational leaders to implement transformative climate policies in high-impact geographies, and to amplify their leadership.
- Climate Finance - Strengthening cities’ capacity to develop bankable climate projects and connect to capital, including through CFO engagement, technical assistance, strategic partnerships and convenings that help unlock investment for implementation.
- Communications - Investing in a stronger global network of city communications leaders while amplifying mayors’ leadership to secure public support for climate action.
The Project:
The Brazil Mutirão Program is a strategic initiative led by C40 Cities and the Global Covenant of Mayors for Climate & Energy (GCoM), funded by Bloomberg Philanthropies, to accelerate climate action implementation across Brazilian cities through collaboration between local governments, the national government, and international partners.
Launched in the context of Brazil’s global climate leadership and its COP30 Presidency, the program turns climate ambition into tangible results by strengthening the conditions needed for cities to develop and advance high-impact projects. The initiative supports more than 50 Brazilian cities and states in developing 20 investment-ready projects in sustainable urban mobility and waste management, while advancing climate planning in the Amazon. It also provides cross-cutting support on climate finance, data access, climate diplomacy, climate budgeting, and inclusive climate action.
The Brazil Mutirão Program demonstrates how multilevel partnerships between national and local governments can accelerate climate action where it matters most: in cities. Through this approach, the program positions Brazil as a global reference for multilevel climate governance and large-scale implementation through 2027.
The National Front of Mayors (FNP) serves as a facilitating partner, strengthening engagement with municipal leaders across the country. The Brazil Mutirão Program is implemented in collaboration with a broad coalition of technical partners, including WRI Brasil, ICCT, Instituto 17 + Instituto Pólis (i17), the Cities Climate Finance Leadership Alliance / Climate Policy Initiative (CCFLA/CPI), the Urban Climate Change Research Network (UCCRN), ICLEI South America, the Brazilian Sustainable Construction Council (CBC), and the Brazilian Association of Municipalities (ABM).
The program is also strategically coordinated with the Ministry of Cities (MCID), the Ministry of the Environment and Climate Change (MMA), the COP30 Presidency, the Federation Council, the Presidential Chief of Staff’s Office (Casa Civil), and other federal ministries, strengthening cooperation across all levels of government to accelerate climate action across Brazil.
Finance component outcomes:
Context setting:
Despite the increasing availability of climate finance, Brazilian cities continue to face significant barriers in accessing and effectively deploying funds. Without adequate local capacity and stronger integration with national strategies, municipalities struggle to transform their climate plans into bankable, investable projects.
Intended Outcome:
Twenty projects across Brazilian cities implement successful pathways to finance (via Brazil CHAMP Finance Working Group)
Program delivery to achieve the outcome:
Strengthen cities’ capacity and access to financial resources for urban projects through a convergent approach with technical and financial cooperation institutions. This includes positioning the Brazil CHAMP Finance Working Group (WG) as the finance arm of CHAMP in Brazil and engaging with its members such as WRI to support the Network of Financial Institutions —particularly regional development banks— in overcoming financing barriers faced by cities. This will be done through a 3 pillar approach.
- Demand side:
- Support city-level project definition and readiness. Provide capacity building to cities to define high-impact projects and develop project finance roadmaps.
- Connect at least 20 transport and waste projects with finance needs to tailored Technical Assistance (TA) (including C40 internal support led by transport and waste teams) and, as needed, to other TA/Project Preparation Facilities (PPFs).
- Supply side:
- Keep mapping of city focused federal climate initiatives across ministries updated in the context of the WG.
- Support as needed into existing or planned consolidated mapping of existing TA, PPF and finance offers for climate projects in Brazil and their eligibility criteria.
- Support to the ministry of Finance on improving subnational climate finance (in the context of the CHAMP Finance WG, WB, GIZ and WRI current engagements).
- Fund a strategic grant to WRI to lead technical work and ensure alignment with national priorities, supporting the development of a shared agenda for local climate finance and coordination with financial institutions and development banks.
- Establish a financier Working Group for engagement with the Ministry of Finance: Create a group to draft an evidence-based narrative aimed at engaging with the Ministry of Finance, particularly the Treasury Secretariat, to improve fiscal flexibility for smaller cities facing climate-related risks.
- Publish and build visibility of the “State of Cities Climate Finance report”, which will provide a granular breakdown of urban climate finance in Brazil.
- Connector activities:
- Advance 20 high-impact urban climate projects by facilitating connection with suitable funding and financing sources through matchmaking efforts. providing tailored support on project preparation—including data collection, policy alignment, investment thesis development, and pipeline structuring. These projects will be connected to suitable funding sources through matchmaking efforts.
- Deliver a Finance Academy in Q1 2027 as the main milestone for matching city projects with investors and financiers.
The City Finance Programme
C40’s City Finance Programme works to address a range of municipal climate finance challenges, at different stages of project maturity, and across major urban infrastructure groups: clean energy, zero-carbon buildings, transportation, waste and climate adaptation & resilience. By scaling up investment in these areas, and simultaneously divesting from fossil fuels, mayors are creating safer, healthier and more economically sustainable communities for the current and future residents of their cities. The team’s strategic focus is on strengthening city financial capacity, increasing the supply of climate finance and funding available to cities, facilitating engagement with finance providers, and building enabling environments that support urban climate investment. The core City Finance Programme team oversees and/or coordinates with special projects and initiatives within C40 that also have a finance focus, including ZEBRA, Laneshift, C40 Cities Finance Facility, UrbanShift, Climate Budgeting Pilot Project, and others.
The City Finance Programme’s transportation finance portfolio emphasises clean bus and freight technologies, and has potential to expand to additional strategic areas including walking & cycling, public transport improvement, clean air zones, vehicle charging infrastructure, and others.
The Brazil CHAMP Finance Working Group (WG) is a key part of the finance workstream of CHAMP (Coalition for High Ambition Multilevel Partnerships) in Brazil. Partners currently include World Bank Brazil, GIZ-Brazil, C40xGCoM, WRI-Brazil, IDFC, FNP and the CCFLA Brazil Local Hub. The WG supports the Brazilian federal government in implementing climate federalism and the CHAMP pledge by coordinating among partners to increase the complementarity and effectiveness of each member’s individual programs aimed at increasing the finance and implementation of climate-relevant projects in Brazilian cities.
The WG is initially focused on supporting the development of funding and financing solutions for city investments aligned with the Green and Resilient Cities Program (Programa Cidades Verdes Resilientes (PCVR)), with the broader goal of strengthening cities’ access to finance for investments that meet the full range of federal climate priorities.
Scope:
The Senior Manager, City Finance (Brazil) will be a key member of the C40’s City Finance Programme team and will lead the delivery of the finance workstream under the Mutirão Program. This role will focus on strengthening Brazilian cities’ capacity and access to financial resources for urban climate projects through a cooperative approach among technical and financial institutions.
The role will report to the Global Head, Clean Transport Finance and work with the wider City Finance and Regional Mayoral Engagement teams, to deliver the Finance strategy for this grant programme. The role will be supervised by the Mutirão Head of Implementation, who will ensure coordination with the other technical workstreams (data, finance, waste, transport, climate budgeting and inclusive climate action) and will work along with the Head of Engagement, who will be responsible for the city and national government engagements.
The post-holder will work closely with C40 and GCoM teams, CHAMP Brazil Finance Working Group members, federal and city authorities, technical consultants and financiers to unlock climate finance for subnational governments in Brazil by strengthening multilevel coordination and identifying actionable pathways to structure and access funding for transformative local projects.
Responsibilities and Deliverables:
- Manage and deliver the Finance Workstream activities of the Programme in accordance with the pre-determined timeline and to budget;
- Help cities identify and design key finance actions: Support city-level project definition and readiness by overseeing consultancy work to define high-impact projects and develop project finance roadmaps for Brazilian cities;
- Connect at least 20 transport and waste projects with finance needs and to tailored Technical Assistance (TA) (including C40 internal support led by transport and waste teams) and, as needed, to other TA/Project Preparation Facilities (PPFs).
- Lead engagement and facilitation efforts to support 20 climate-relevant city projects implement successful pathways to finance, in close coordination with the Brazil CHAMP Finance Working Group;
- Manage partnership with the World Resources Institute-Brazil (WRI-Brazil) to lead technical work and ensure alignment with national priorities, supporting the development of a shared agenda for local climate finance and coordination with financial institutions and development banks.
- Manage partnership with the Cities Climate Finance Leadership Alliance (CCFLA) to publish and build visibility of the “State of Cities Climate Finance” report, which will provide a granular breakdown of urban climate finance in Brazil.
- Manage partnership with FNP to deliver a Brazil focused CFO network with the aim to represent the voice of cities and ensure they are mainstreamed across the work delivered on the supply of finance side.
- Coordinate supply of finance activities including:
- Mapping city-focused federal climate initiatives across ministries in the context of the WG and identifying critical gaps where the project can support to unlock climate finance for cities.
- Contributions to a consolidated mapping of existing TA, PPF and finance offers for climate projects in Brazil, including their eligibility criteria.
- Support to the Ministry of Finance on improving subnational climate finance (in the context of the CHAMP Finance WG, WB, GIZ and WRI current engagements).
- Advance 20 high-impact urban climate projects by facilitating connection with suitable funding and financing sources through matchmaking efforts.
- Deliver a Finance Academy 2027 to match city projects with investors and financiers.
- Lead organization of high-level dialogues and financing panels at global events to showcase progress and opportunities for unlocking subnational financing.
- In consultation with the wider CHAMP-Brazil and City Finance Programme teams, identify and support additional critical finance activities in Brazilian cities as they arise.
- Support the Head of Engagement on the political engagement of selected cities involved in the programme, and lead the engagement of technical teams in such cities in finance matters, including training, cross-city knowledge sharing and one-on-one support to design relevant sector actions and help overcome barriers to implementation work.
- Manage finance-related technical assistance and consultancy budgets, procurement and delivery;
- Track and report to the Head of Implementation on contracts, budgets, key performance indicators and deliverables, ensuring they are on schedule;
- Support the Head of Implementation in internal and external reporting requirements;
- Build meaningful and sustainable partnerships with key actors in the participating cities and support improving multi-level governance relations internally between government levels. In addition, organise and lead internal and external coordination groups on topics related to finance with partner organizations, such as CCFLA, WRI, GIZ, ICLEI, IDFC and World Bank
Required experience:
Essential:
- Relevant work experience in program management, public sector delivery, or urban/climate implementation.
- Relevant qualification in Finance, Public Policy, Urban Planning, Engineering, Climate Policy, International Relations, Economy, or related fields.
- Experience working with public sector in Brazil on climate change mitigation;
- Project management experience, including oversight of multiple concurrent projects with an outcome, delivery-orientated approach;
- Strong abilities to work with others, with a highly collaborative approach to problem solving, including experience managing consultants and external partners;
- Ability to communicate complex content in a compelling manner, coupled with excellent presentation development, convening and facilitation skills;
- Experience in organizing workshops or events;
- Fluent in English and Portuguese (spoken and written).
Desirable:
- Work experience related to city finance in Brazil;
- Experience working with municipalities in Brazil on sustainable transport and/or waste projects;
- Experience working with national government representatives in Brazil in relation to climate action;
- Experience with business case development, financial modelling and/or quantitative analysis of transportation or waste projects desirable;
- Proficiency in Spanish.
