The Opportunity
FuntoNetwork is seeking a Environmental Policy & Documentation Specialist for an active RFP opportunity: Environmental Process and Procedures Manual Development Services to Support NEPA Assignment Application.
SDDOT is seeking consultant support to develop and update environmental processes, procedures, manuals, QA/QC processes, and training for NEPA Assignment.
Core Responsibilities
- Review environmental policy language, documentation standards, terminology, and final deliverable consistency.
- Review the RFP scope, source posting, supporting documents, deadline, and client requirements.
- Coordinate with FuntoNetwork and related consultants to support a complete, professional response.
- Prepare documentation, analysis, recommendations, deliverables, or technical inputs related to this role.
- Communicate clearly with technical and non-technical stakeholders as needed.
- Support quality control, status updates, and final submission readiness.
- Assess stakeholder readiness: Identify impacted roles, workflow changes, skill gaps, adoption risks, and communication needs for Environmental Process and Procedures Manual Development Services to Support NEPA Assignment Application .
- Build the change plan: Define audiences, messages, channels, sponsors, resistance actions, feedback loops, and adoption measures.
- Develop role-based curriculum: Create learning objectives, instructor guides, participant materials, exercises, job aids, and knowledge checks.
- Prepare the training environment: Configure accounts, sample data, scenarios, accessibility accommodations, attendance, and support logistics.
- Deliver training and coaching: Facilitate sessions for South Dakota Department of Transportation, answer workflow questions, capture issues, and provide targeted reinforcement.
- Measure adoption and improve materials: Analyze attendance, assessment results, feedback, usage indicators, support trends, and required content revisions.
What You Bring
- Relevant experience for this RFP-based role.
- Strong written communication, documentation, and stakeholder coordination skills.
- Ability to work against proposal deadlines and client requirements.
- Experience supporting public-sector, enterprise, or consulting projects is preferred.
- Attention to detail and ability to follow structured submission requirements.
Earnings, Payments, and Tax Records
Consultants will be able to track project earnings, payment status, and tax records inside the FuntoNetwork mobile app.
Approved payments for this RFP opportunity will be processed through the app, and consultants will be able to request withdrawals from their available balance directly inside the app.
The app will also provide access to relevant payment history and tax-related records for consultant tracking and reporting.
