Job Title: HSE Manager (PMC Level)

Position Overview
The HSE Manager (PMC Level) will oversee and enforce occupational health, safety, and environmental governance across all active project packages. Acting on behalf of the Project Management Consultant, this role provides strategic leadership, ensures regulatory compliance, supervises multi-contractor execution, and drives a proactive zero-harm culture on-site.
Key Responsibilities
System Management: Lead the implementation, auditing, and continuous improvement of project-wide HSE Management Systems in line with ISO 45001 and ISO 14001 standards.
Risk Management: Review, validate, and enforce Contractor Risk Assessments and Method Statements (RAMS) prior to site activity commencement.
Audits & Compliance: Conduct regular, rigorous site inspections and compliance audits across all designated packages (DP2 through DP7) to proactively mitigate hazards.
Incident Governance: Lead end-to-end incident investigations, root-cause analyses, and regulatory reporting, establishing corrective and preventative action plans.
Multi-Contractor Oversight: Coordinate and align diverse main contractors and subcontractors under a unified PMC safety framework.
Cross-Functional Collaboration: Partner closely with Project Management, Construction Managers, and QA/QC teams to seamlessly integrate safety into schedule delivery.
Executive Reporting: Prepare detailed HSE KPI dashboards, audit summaries, and compliance reports for senior leadership and client stakeholders.
Qualifications & Certifications
Education: Bachelor’s Degree in Engineering (Civil, Mechanical, or Electrical preferred). Mandatory
Safety Certifications: OSHA (30-Hour / Construction / General Industry) — Mandatory / Strong Advantage.
Management Standards: ISO 45001 / ISO 14001 (Lead Auditor or Internal Auditor) — Preferred.
Project Management: PMP Certification — Advantage.
Requirements
Required Experience & Skills
Experience Track Record: 12–15+ years of progressive HSE experience (Safety Officer, Senior HSE Engineer, HSE Manager), with substantial experience in a PMC or Consultant capacity.
Project Exposure: Proven background in large-scale infrastructure, mega-developments, and high-density civil works.
Leadership Profile: Assertive and decisive personality capable of enforcing strict compliance on-site, paired with excellent conflict-resolution, verbal communication, and technical reporting skills.
