Summary
You will serve as a Field Unit Local Hiring Authority (FUL) - Construction Control Representative within the Department of Interior, National Park Service, Southeast, Division of Area Services, in San Juan, Puerto Rico.
Major Duties
At the full performance level GS-09, the major duties of this position include, but are not limited to the following: 1. Project Planning: Develops project agreements, estimates for project management services and other documents required to complete the project set-up phase. Working within a multidisciplinary team, applies field construction knowledge to assist with the review project scopes, participates in the development of design scopes of work, and/or assists with the preparation or review of independent government estimates. Participates in design/review conferences, charrettes, and studies with NPS historical architects, conservators, archeologists, outside firms and stakeholders, etc. to review aspects of project design relating to project construction work. Reviews project plans and specifications prior to construction to become familiar with the project scope. Develops meeting minutes and/or agendas for pre-bid, bid-opening, and pre-construction meetings. Reviews construction and/or design work schedules prior to the start of a project to setup baseline information for projects. 2. Project Tracking and Documentation: Utilizes required software program to setup project ledgers, creates and tracks resource usage throughout the life of a project. Develops progress meeting minutes, tracks material and sample deliveries on construction sites and documents design and/or construction progress using daily and/or weekly logs. Develops logs to track Requests for Information (RFI's), Requests for Proposals (RFP's) and contract modifications. 3. Project Execution: Assists with on-site inspection and coordination of construction and engineering work required for construction projects. Monitors construction work, coordinating with project inspectors and technical representatives to ensure project goals are met and work items are performed in accordance with project plans and acceptable work practices for simple projects. Observes, investigates, and reports on construction at all stages to senior staff. Coordinates with senior staff for resolution of minor issues. Communicates clearly with all project stakeholders. Responds to concerns voiced by all parties. Reviews and interprets drawings and specifications for the methods and materials employed. Documents scope and needed changes; prepares cost estimate; and submits needed paperwork through project/contract administrator. Prepares daily work logs, material submittals, project schedules, and other applicable documents for review by senior staff. Reviews payroll applications and invoices by contractor for compliance with wage and hours and other applicable labor laws andregulations. 4. Contracting Officer Representative (COR) Duties: Serves as a certified COR in accordance with applicable training and the requirements of Federal Acquisition Regulations on projects assigned. The primary purpose of this position is to perform work involving the management and control of a variety of design, construction, stabilization, repair, restoration, and accessibility projects. Area Information San Juan National Historic Site consists of a system of 400+ year Spanish fortifications and bastions that encircle the 500-year-old City of San Juan, Puerto Rico. Puerto Rico is the smallest island of the Greater Antilles chain. The island is 35 miles wide and 100 miles long with the highest elevation at 3000 feet. Average island temperature year-round is 82-87 degrees during the day and 72-77 degrees at night. The San Juan metropolitan area has all amenities including excellent health services and retail stores. Recreational opportunities can be found island wide. San Juan airport is located 7 miles from the park and is serviced by most major airlines with nonstop flights to major hubs. Flight time to Miami is 2.5 hours and Atlanta is 3.5 hours. Cost of living is considered moderate. Puerto Rico has a 11.5% of sales tax. Cost of Living Allowance (COLA) is 2.49%.
