Summary
This GS-1640-11 Supervisory Facility Operations Specialist will serve as the Chief of Facilities Management, duty stationed at Cowpens National Battlefield in Gaffney, South Carolina. The incumbent will oversee facility management operations at Cowpens National Battlefield, Kings Mountain National Military Park, Ninety Six National Historic Site, and the Overmountain Victory National Historic Trail. This is a permanent, full-time appointment.
Major Duties
This position is responsible for all facets of facility management operations at Cowpens National Battlefield (COWP), Kings Mountain National Military Park (KIMO), Ninety Six National Historic Site (NISI), and the Overmountain Victory National Historic Trail (OVVI). The OVVI follows the historic trail corridor outside of NPS lands however, the Supervisory Facility Operations Specialist provides input and contribution towards activities and decisions related to management of the trail. The incumbent is a member of the park group management team, leading the Division of Facility Management, and reporting directly to the KIMO/COWP Superintendent. The Division of Facility Management provides for stewardship of park assets/facilities, and the maintenance and preservation of natural and cultural resources, ensuring that the parks are safe and welcoming for visitor use and enjoyment. Major Duties: Park Management Team: Serves as the facility management expert in support of park unit management initiatives. Assets, Operations, and Fleet Management: Implements Facility Management Software Systems for cost effective management of assets. Performs and maintains asset inventories and condition assessments for the purpose of maintenance cost for annual and multi-year plans. Project Management: Determines and recommends project scope, goals and objectives, and alternatives for facility modifications when infrastructure capabilities cannot support mission requirements. Risk Management/Safety: Responsible for implementing current safety and training program to eliminate at-risk behaviors and environments enforcing regulatory policies and mandates. Financial Management: Participates in the preparation of funding requests and identifies program deficiencies. Compliance: Initiates actions and serves as the liaison for compliance of environmental/cultural issues related to project proposals and park operations. Responsible for implementing programs to address pollution prevention, conservation and sustainable operations. Supervisory Duties - Exercises the full range of supervisory duties Physical Demands: Work is mostly sedentary in an office setting. At times, walking, hiking, climbing, bending, and moderate lifting are required. Work Environment: The work involves regular and recurring exposure to moderate risks and discomforts associated with the operation repair and maintenance of park infrastructure and equipment. There are occasions of exposure to risk situations.
