Job Summary
The Senior Preconstruction Manager is responsible for leading all preconstruction activities for utility-scale, commercial, and industrial solar EPC projects from early-stage development through final contract execution. This role serves as the primary bridge between business development, engineering, estimating, procurement, operations, and clients to ensure projects are technically feasible, commercially competitive, and positioned for successful execution.

- Develop the project execution and construction strategies during the proposal and RFP phases.
- Manage the smooth transition and kickoff from the development team to the on-site construction operations team.
- Coordinate with engineering, procurement, and construction (EPC) teams to identify project risks and develop mitigation strategies prior to mobilization.
- Meet with client management, staff and supervisory personnel to explain character, policies, skills, resources, and capabilities of the company. Attend various social events and be a member of associations / non-profit organizations, representing the company and meeting new client contacts.
- Coordinate internal teams and third-party engineers to produce civil, structural, and electrical designs for PV and BESS systems.
- Assist in the development of area marketing plans and goals, and in developing strategy for management client contacts regarding new work, estimating services, contract negotiation, and future work potential.
- Evaluate risks and constructability hurdles, and implement value engineering to reduce the Levelized Cost of Energy (LCOE).
- Define scopes of work, manage vendor bid processes, and assist with long-lead equipment procurement.
- Ability to train, manage and hold staff accountable to get results consistent with department plans

- Call on Architects, Engineers, and Subcontractors to stay informed of upcoming projects. Notify management group of sales activities and approximate timing for company proposal and bid submittals.
- Perform Pre-Construction Services, providing estimates, project schedules, constructability reviews. Value Analysis Workshop, cost models, etc.
- Prepare and tabulate unit quantity survey and price based on historic cost data and vendor cost quotations. Estimate direct overhead, permits, bonds, taxes, etc. Assist in the preparation of studies, materials and methods, recommendations, and relative cost estimates as required.
- Solicit subcontractor and vendor quotations, evaluate their scope and appraise any deficiencies (i.e. exclusions, incomplete scopes, etc.) as compared with like quotations and estimate requirements. Confer with subcontractors/suppliers as to their evaluation of vague and/or conflicting issues. Verbally and formally request and document by confirming facsimile and/or email and/or letter all needed clarifications.
- Cultivate relationships with Owners, Architects, Engineering Firms, Consultants, and Subcontractors. Attend owners’ meetings, assisting clients and designers in systems selections, budgeting, cost containment, etc.
- Provide advice, liaison, planning to prospective and current clients. Coordinate Value Analysis workshops on appropriate projects.
- Assist in development of major proposals, presentations and brochure materials. Review proposal specifications, drawings, attend meetings with A/E, owners to determine the scope of work and required contents of conceptual estimate. Provide conceptual and final estimating and scheduling input on assigned projects. Insure all working documents and data are maintained to back-up conceptual estimate figures
- Review and assist in preparation and culmination of project estimates and bids.

Proficiency in scheduling platforms (Primavera P6), estimating systems, and document control tools like Procore.
Education
Bachelor’s degree in Construction Management Civil/Electrical/Architectural Engineering, or similar or an equivalent combination of education and experience.
Experience
10 years’ experience in commercial construction and experience in a variety of marketing and/or sales functions or an equivalent combination of education and experience.
