The Manager, Environmental Compliance position is a critical role administering assigned programs to ensure Pittsburgh Water’s mission and commitment to protecting public health and the environmental is upheld. Under limited supervision, the incumbent will be responsible for coordination and management of applicable environmental laws, rules, regulations, and permits for compliance. This position reports in person to an assigned Pittsburgh Water facility and will be required to travel frequently within the service area.
RESPONSIBILITIES• Manage obligations as part of Pittsburgh Water’s overall Environmental Compliance Program for water treatment and supply operations, field operations, and engineering/construction projects.• Lead inspections, audits, and other operational evaluations to ensure compliance with permit obligations, often requiring coordination with other Departments.• Oversee or complete required inspections, sampling, and reporting to comply with federal, state and local permits, regulations, rules, standards, and laws; including, but not limited to: stormwater, wastewater, air, SPCC/PPC, Tier II, Storage Tanks, NPDES/MS4, Industrial User, Waste Oil, Management of Fill and Universal/Hazardous/Residual Waste.• Review and monitor compliance-related data collection, storage, analysis, and reporting conducted by others, and identify violations or potential violations of permits, regulations, rules, standards and/or laws, and reporting.• Maintain tracking of corrective and preventative actions for non-compliance and non-conformance activities.• Ensure the use of an environmental management system, such as CityWorks, for collection and retention of required information and to track compliance dates.• Collect Key Performance Indicator Data, monitoring and preparing monthly, quarterly, annual and ad-hoc reports to include in reporting to Leadership.• Provide presentations or trainings to internal staff and external stakeholders on environmental programs. • Keep abreast of environmental rules, regulations, and knowledge to develop program recommendations.• Manage other environmental functional areas as assigned or required.• Supervise, evaluate, coach, mentor, train, discipline and motivate assigned staff.• Perform other related tasks as assigned or required.
KNOWLEDGE, SKILLS & ABILITIES• Knowledge of environmental compliance subject areas with specific knowledge of land and air regulations.• Strong familiarity with typical municipal water and wastewater operations and maintenance requirements. • Knowledge of the policies and procedures related to federal, state, and local environmental compliance requirements.• Ability to manage and prioritize a heavy workload while meeting deadlines.• Critical thinker, problem solver, and detail oriented.• Possess sound judgement, logical reasoning, integrity, and good ethics.• Exceptional interpersonal, verbal, and written communication skills, with a focus on clarity, accuracy, and professionalism.• Establish and maintain effective working relationships with one’s supervisor, colleagues, outside agencies, government officials, community representatives, and the public.• Proficient in Microsoft Office Suite, the ability to operate a personal computer and other office equipment as required.
EDUCATION / EXPERIENCE REQUIREMENTSThe following requirements list the minimum education/training/experience required to qualify for this job. An equivalent combination of education and/or experience may be accepted.
• Bachelor of Science (BS) degree in engineering, environmental, compliance, or closely related field. • 5+ years of relevant experience within environmental compliance.• Management experience preferred.
GENERAL REQUIREMENTSApplicant must present a current, valid Class C (Class 1) PA Motor Vehicle Operator’s License at the time of application or prior to appointment. A valid driver’s license must be maintained throughout employment.
Applicant must have permanent residency within one of the following Pennsylvania counties at the time of appointment and remain a resident within one of the noted counties throughout employment with Pittsburgh Water: Allegheny, Armstrong, Beaver, Butler, Fayette, Greene, Lawrence, Indiana, Washington, or Westmoreland.
SUPERVISION EXERCISED / RECEIVEDWill directly supervise Environmental Compliance staff / Receives supervision directly from the Director, Environmental Compliance and Sustainability.

The physical demands consist of completing routine office work in a standard office setting, as well as perform physical work outdoors in extreme weather. The employee will work in confined spaces, exhibit full range of motion to complete tasks like climbing, balancing, kneeling, or grasping. The employee will utilize senses to see, hear, and talk, perform heavy work including lift and carry up to 50 pounds, work in loud conditions with vibrations, traffic, mechanical, chemical, fire, and explosive risks; work with respirators around odors, dusts fumes, mists, poor ventilation, and gases.
CONDITIONSThe noise level of this work environment is normally quiet; however, occasionally very loud. Regular exposure to general office noise as well as sounds associated with equipment and alarms. Occasional exposure to all types of outside weather conditions. Occasionally works near moving mechanical parts, heavy equipment and vehicles. Occasional exposure to lights, noise, fuels and chemicals associated with heavy equipment and water treatment/distribution. Subject to remain on duty beyond normal hours and/or recalled during emergency situations or other extensive periods.
