Branch/Unit Description:
The Facilities & Fleet team sits within the Operations branch and leads organization wide facility management, including facility maintenance and capital construction, and management of the organizations fleet of vehicles in close collaboration with the National Park Service, the Presidio Trust, and the Golden Gate Bridge District. The Facilities Team is responsible for maintaining the Conservancy’s portfolio of buildings within San Francisco and Marin counties. The Parks Conservancy operates out of 3 types of facilities - revenue generating, program services and administrative.
Position Overview:
As a pivotal member of the Operations Branch, the Project Manager, Facilities will spearhead the project management of the Parks Conservancy's diverse facilities. This role involves leading key construction, facilities, transportations and oversight of a diverse portfolio of park related projects, collaborating closely with the Director of Facilities and Fleet to develop and execute strategic initiatives for facilities. The Parks Conservancy's portfolio encompasses approximately 24 unique facilities across three counties, ranging from revenue-generating sites to program service and administrative spaces, including iconic historic locations like Alcatraz and Muir Woods. The Project Manager will ensure seamless operations across this complex network, maintaining buildings and grounds within Parks Conservancy.

The Project Manager manages all aspects of the planning and implementation of mid-to-large facilities and operations projects, with a focus on utilities, facilities, and technology infrastructure and improvements. The position works in partnership with Parks Conservancy and its park partners. The Project Manager will manage multiple projects simultaneously.
This position reports directly to the Director of Facilities and Fleet.
Essential Functions and Responsibilities:
Project Management
- Manages all aspects of mid-to-large size operations and maintenance projects in support of Golden Gate National Recreation Area.
- Responsibilities include project scoping; compliance and permitting; project design; schedule and budget development and tracking; implementation; and monitoring and reporting.
- Collaborates with members of the Operations Branch to prioritize, plan, and budget for annual, replacement, and emergency projects.
- Facilitates cross-functional project teams; tracks all tasks and ensures complete and clear understanding of team roles and responsibilities.
- Plans and leads pre-project assessment in collaboration with impacted branches to determine scope, budget, timeframe, and impacts.
- Plans and leads regular check-in meetings with impacted Parks Conservancy teams to ensure project meets branch needs.
- Sources, contracts, and coordinates with outside designers, fixtures manufacturers, and media developers in collaboration with Parks Conservancy leads to ensure goals, budgets, and timeframes are met.
- Conducts oversight of contractor work and is responsible for assuring work meets standards, with a particular focus on historic preservation and environmental protection requirements. Ensures compliance with local, state, and federal ordinances, permitting, and best practices.
- Develops implementation plan for projects, including project delivery method.
- Works in partnership with Parks Conservancy departments to ensure project scope and schedules are well understood and clearly communicated to park partners and park users. Facilitates communication with management team and other NPS/Parks Conservancy representatives to ensure that all objectives of each project are met with minimal interruptions to business operations.
- Ensures proper project completion and close out, to include coordination of site visits and technical oversight by 3rd party and NPS; documentation with partner organizations as required; and final reporting.
- Monitors project performance during warranty/post-project period to ensure all elements perform to established standards, adaptively manage if needed.
- Plans and manages all projects in partnership with agency partners. Collaborates closely with agency counterparts. Ensure projects follow partner protocols.

- Capable of independently managing projects of a mid-to-large size in terms of budget and/or complexity.
- Demonstrated ability to perform management tasks, including schedule and budget tracking, etc.
- Demonstrated ability to be a creative problem solver; capable of working within a cross functional team.
- Familiar with the basic principles and practices of project management.
- Experience reviewing and reading construction drawings, specifications, and compliance documents.
- High degree of initiative; patient, persistent and willing to overcome obstacles; maintains focus on achieving overall goals.
Computer Skills: Experience with project management / project design software and tools.

- Work is performed both indoor office setting and in the field.
- Work is primarily performed sitting, standing, and walking.
- Regularly sit at a desk 6-8 hours per day.

The Parks Conservancy provides its employees with a competitive salary that is benchmarked with other non-profit organizations in the Bay Area. This position is full-time, expected to work 40 hours a week and you must already be based in or willing to relocate to the San Francisco Bay Area. This position requires at least 3 days per week onsite, either in office (Fort Mason) or visiting our employees on location at our incredible park sites (for example, Alcatraz, Muir Woods, and Crissy Field).
The annual salary for this position is $97,500 (Grade 22). To ensure equity across all candidates, we will not be able to negotiate salary.
