SUMMARY
The Senior Environmental Engineer serves as Envent’s primary technical authority for environmental permitting and regulatory compliance support across the United States and Canada. This role provides expert guidance on environmental regulations impacting Envent’s mobile vapor control, degassing, emissions control, and water treatment operations. The position requires direct interaction with regulatory agencies and close collaboration with Engineering, Operations, Sales, and Health, Safety & Environment (HSE) teams to ensure regulatory alignment, risk reduction, and compliance readiness across North American operations.
In addition to permitting and compliance responsibilities, the Senior Environmental Engineer provides high-level technical support for Envent’s equipment and systems. This role also contributes to the development of new product lines and service offerings by evaluating regulatory feasibility, defining environmental design parameters, and supporting research and development (R&D) initiatives. The Senior Environmental Engineer must be able to independently support multiple major projects, lead sales presentations on environmental capabilities, and drive process improvements across the organization.
ESSENTIAL DUTIES AND RESPONSIBILITIES

Permitting & Compliance Support
- Serve as the subject matter expert for environmental permitting and compliance requirements across the United States and Canada.
- Interpret and apply federal, state, provincial, and local regulations applicable to Envent operations.
- Prepare, review, and support the submittal of permit applications, including emissions calculations, regulatory applicability analyses, and technical narratives.
- Obtain, track, and maintain all operational permits required for Envent’s mobile equipment fleet, including CARB PERP registrations, state portable source permits, Hot Work permits, and air district authorizations.
- Assign permits to projects and clearly summarize permit conditions, operational limitations, and reporting requirements for operations and field personnel.
- Prepare and submit rule assessments, emission offset analyses, and Best Available Control Technology (BACT) evaluations as required by permitting agencies.
- Track and manage permit renewals, modifications, and cancellations to ensure continuous compliance.
- Review and approve all emission calculations and ensure accuracy of air dispersion modeling, emission inventories, and compliance documentation.
Regulatory Agency Engagement
- Serve as Envent’s primary point of contact for direct engagement with environmental regulatory agencies including the U.S. Environmental Protection Agency (EPA), Texas Commission on Environmental Quality (TCEQ), Air Quality Management Districts (AQMD/APCD), South Coast Air Quality Management District (SCAQMD), and Environment and Climate Change Canada (ECCC).
- Lead regulatory discussions, support inspections and audits, and respond to agency inquiries.
- Develop and maintain strong working relationships with federal, state, provincial, and local environmental agencies throughout North America.
- Represent Envent in regulatory meetings, public hearings, and stakeholder engagement activities.
- Research and monitor regulatory changes and emerging requirements across the United States and Canada, and communicate impacts to leadership and key personnel.
Engineering & Operations Support
- Provide permitting and compliance guidance to Engineering and Operations during project planning, design, mobilization, and execution.
- Review emissions calculations and compliance assumptions during project scoping.
- Support Management of Change (MOC) reviews by assessing regulatory impacts of operational or equipment changes.
- Work closely with Account Managers and Sales to respond to customer inquiries regarding environmental capabilities, permitting timelines, and regulatory compliance.
- Prepare laboratory Chain of Custody (COC) forms for activated carbon samples, air samples, water samples, and related media, and interpret laboratory analytical results.
- Responsible for supporting Envent’s Waste Management Program, including activated carbon profiling and hazardous waste characterization.
- Lead and participate in various forms of Process Hazard Analysis, including what-if, fault tree, HAZOP, checklist, and other risk assessment methodologies.
Technical Support & New Product Line Development
- Provide technical support for Envent’s equipment and systems, ensuring environmental compliance is integrated from concept through commissioning.
- Support the evaluation and development of new product lines, service offerings, and equipment configurations by assessing regulatory feasibility, permitting pathways, and environmental design requirements.
- Contribute to research and development (R&D) initiatives by identifying emerging environmental technologies, evaluating emission control strategies, and recommending process improvements that enhance operational performance and compliance.
- Review and provide environmental input on engineering documentation, including process flow diagrams and equipment design packages, to ensure regulatory requirements are incorporated.
- Research and evaluate emission control technologies, materials, and equipment to support new and existing service lines.
- Support procedural process improvements across the company, including development of standardized environmental engineering practices.
- Independently support multiple major projects and lead sales presentations on Envent’s environmental capabilities, permitting advantages, and compliance track record to prospective and existing customers.
Compliance Programs & Reporting
- Develop standardized permitting tools, templates, and compliance guidance documents.
- Maintain organized, auditable compliance records and support recurring regulatory reporting.
- Prepare recurring regulatory reports, including annual emission reports, portable engine utilization reports, and facility-level compliance reports.
- Develop, implement, and maintain environmental compliance procedures, work instructions, and training materials for field and office personnel.
- Support operations during field environmental compliance audits and inspections by regulatory agencies.
- Perform incident investigations related to environmental releases, including root cause analysis, corrective action development, and agency notification as required.
- Plan, coordinate, and oversee source testing events and ensure results meet permit requirements and regulatory standards.
- Collaborate with the Director of Health, Environment, and Safety to ensure alignment of compliance programs with corporate EHS objectives.
General
- In-office role
- Understand that this position operates in a twenty-four-hour, seven-days-a-week (24/7) industry environment and must be available on a 24/7 basis when required, including off-hours, weekends, and holidays.
- Ability to travel throughout North America, typically up to twenty-five percent (25%) of the time. Travel will be by vehicle or airline to meet with customers, attend regulatory meetings, and support field operations.
- Train, mentor, and develop junior environmental engineers and compliance staff on permitting processes, regulatory interpretation, and compliance best practices.
- Supervisory Responsibilities: Senior Environmental Engineers may supervise the environmental compliance activities of field personnel during project execution. Supervisory activities include direction of technical personnel on compliance requirements, permit conditions, and proper documentation. Although personnel report to Operations Supervisors, direct environmental and compliance oversight is the responsibility of the Senior Environmental Engineer.

EDUCATION AND/OR EXPERIENCE
A Bachelor’s Degree in Environmental Engineering or Chemical Engineering is preferred. Environmental Science or a closely related technical discipline will be considered. Minimum of five to ten years of experience supporting environmental permitting and compliance activities within industrial, petrochemical, refining, or energy-related operations. Demonstrated experience working directly with U.S. and Canadian regulatory agencies is strongly preferred. Experience with chemical engineering simulation tools such as Aspen HYSYS, Aspen Plus, ProMax, or similar process simulation software is preferred.
REQUIRED KNOWLEDGE AND SKILLS
- Strong working knowledge of air permitting frameworks, emissions calculations, and regulatory applicability analyses.
- Familiarity with regulatory agencies including EPA, TCEQ, AQMD/APCD, SCAQMD, and ECCC.
- Expert knowledge of federal and state air quality regulations, including NSR, PSD, Title V, NSPS, NESHAP, and state-specific permitting programs.
- Proficiency in emission calculation methodologies, air dispersion modeling (e.g., AERMOD), and EPA Tanks software.
- Ability to translate regulatory requirements into practical guidance for internal teams.
- Strong technical writing, analytical, and professional communication skills.
- Demonstrate proficiency in Microsoft Office, including Excel, Word, and Outlook. Proficiency in AutoCAD is highly desirable.
- Ability to work independently, manage multiple priorities, and deliver results under tight deadlines.
- Ability to adapt to changing priorities and regulatory landscapes.

- Familiarity with engineering documentation, process safety concepts, and industry standards as they relate to environmental compliance.
CERTIFICATES, LICENSES, REGISTRATIONS
- Associate must maintain a valid driver’s license from state of residency and valid proof of insurance. The candidate must be insurable by the Envent Corporation insurance provider.
- Professional Engineer (PE) certification is preferred but not required.
- Certified Permitting Professional (CPP) designation is highly desirable.
- The candidate must be able to pass the company’s employee physical and comply with the company’s drug testing policy.
