This Senior Executive Service (SES) position is in the Office of the Administrator, Office of Policy and Regulatory Management, Federal Activities Division in Washington, DC. About the Office of the Administrator. This is an office-centered position--you must physically report to the duty station stated in this announcement on a regular basis.

Major Duties

The Federal Activities Division is responsible for serving in the capacity as a Cooperating Agency in the planning, development, and review of other agencies' Environmental Impact Statements and other major actions under the authority of the National Environmental Policy Act (NEPA). The Division Director reviews and comments in writing on the environmental impact of any matter relating to duties and responsibilities granted pursuant to §309 of the Clean Air Act (CAA). This position ensures internal compliance with NEPA and related laws, directives, and Executive Orders on EPA federal actions. Executing the agency's international environmental impact assessment capacity building programs is one of the major responsibilities of the division. The Division Director serves as the agency's principal point of contact and liaison with the Council on Environmental Quality and the other federal agencies and provides consultation and technical assistance to those agencies relating to EPA's areas of expertise and responsibility. Specific duties of this position may include, but are not limited to: - Planning, directing, organizing, directing, and implementing major programs for which the division is responsible, including, but not limited to obligations and responsibilities under NEPA and the CAA. - Establishing the organizational structure of the division as well as the division's operating policies, priorities, procedures, long and short range plans, budgets, activities, and manpower resources. - Representing the agency on interagency committees, working groups, conferences, seminars, and meetings. - Overseeing the development, assessment, and improvement of management control systems in order to safeguard programs and achieve results while adhering to the Federal Managers Financial Integrity Act. - Ensuring that procurements, contracts, grants, and assistance are managed in accordance with agency and office policies, regulatory requirements, and budgetary constraints; - Performing the full range of supervisory human resources functions for the division and subordinate employees.
