Overview

The Climate, Resilience and Sustainability (CRS) team at Oxford Policy Management seeks applications from qualified individuals to be put forward for a Team Leader position for the MENTARI II: UK-Indonesia Low Carbon Energy Partnership.

The role will be located in Jakarta, Indonesia on a full-time basis, initially for a six-month term but with the possibility of extending up to 5-years or longer.

**Please note that this position is contingent on the successful outcome of OPM's bid for this programme. If successful, this position will be confirmed in 2026.**

Position Summary

The Team Leader will provide strategic leadership and ensure that MENTARI II: UK-Indonesia Low Carbon Energy Partnership (the “programme”) delivers the expected outcomes and impact.

The programme intends to increase access to reliable and affordable low-carbon energy, which contributes to inclusive economic growth; and increase investment in quality low-carbon energy projects. It will achieve this through three components: (1) Policy – providing technical advice to the Government of Indonesia to reduce barriers to investment into low-carbon energy projects; (2) Investment Support – targeted support to the bankability/ viability of low-carbon energy projects; and (3) Demonstration – demonstrating the Productive Use of Energy to support rural economic development and having a model that can be replicated by the Government of Indonesia. Two cross-cutting objectives are the integration of gender and social inclusion and providing secondary benefits to UK growth.

The specific responsibilities of the Team Leader will include:

Being the primary point of contact for FCDO and the Government of Indonesia to advance and coordinate the programme’s objectives.
Ensuring high quality relationships across the government and private sector, liaising closely with the relevant officials and experts to enable the timely and high-quality delivery of outputs
Overseeing the technical delivery of the programme’s support across the components and activities, ensuring a coordinated approach to increase impact and the timely delivery of outputs and achievement of milestones.
Providing clear strategic direction for the programme, including approving TORs, outputs, monitoring and reporting and project communications.
Establishing and maintaining internal and external peer review processes, political economy analysis and best practice guidance.
Facilitating strong communication and knowledge sharing within the programme team. Support team members and ensure they understand their roles and expectations.
Representing the programme at meetings, workshops and conferences with relevant stakeholders.

Key Qualifications / Experience / Skills / Behaviours

The individual should be an experienced Team Leader for international development cooperation programmes related to energy, climate and sustainable development. In particular, we are looking for:

At least 15 years of experience delivering and leading programmes that provide technical assistance, policy and financial advisory support to national and sub-national governments.
At least 10 years of experience in the energy, climate, sustainability and environment sector.
Experience as a Team Leader for programmes of a similar size, scale and complexity of MENTARI II, including managing multiple stakeholders, partnerships and technical components.
Strong programme management skills, with experience leading and managing diverse teams of experts.
Experience working with FCDO and/or implementing FCDO projects and programmes.
Ideally, a significant proportion of this experience is in Indonesia, and the candidate has strong existing relationships within the Government of Indonesia and wider energy sector stakeholders.
