Trenton, NJ 08625Scope of EligibilityOpen to permanent employees in a competitive title that work in the Division of Remediation Management and meet the requirements below.DescriptionUnder direction of a supervisory official in a state department or agency, supervises professional or non-professional staff as assigned, engaged in completion of environmental review and control tasks relative to assigned program/project areas; supervises and plans field studies, surveys, inspections or investigations relating to applications and associated Environmental Impact Statements to include the physical, natural, and/or human environment; enforcement of environmental laws and/or regulations; prepares evidence for use in reviews and legal actions; supervises the processing of contract, grant and/or loan applications; does other related duties as required.Specific to the PositionThe critical duties for this position include supervising staff to accomplish established goals & objectives, overseeing and conducting field sampling including collecting ground water, surface water, sediment, soil, landfill gas, indoor air samples through use of various equipment and coordinating sample analyses through contract laboratories. Assuring that staff are trained in the proper collection of environmental samples. Provide input and comment on laboratory and field sampling assistance contracts with outside vendors. The work involves performing field sampling and overseeing contractors performing field sampling at various hazardous waste sites. Health and Safety training and medical surveillance is required. This position will evaluate the work of staff, assure compliance with NJEMs data entry procedures, and have timesheet and ePAR job duties.Ability to effectively supervise staff, work with contractors and provide technical input on proposed contracts, conduct and oversee environmental sampling, prepare data summary reports, perform FSE and NJEMS tasks, develop and evaluate sampling plans and coordination of contract engagements for sampling events needed to evaluate human health exposure pathways. Knowledge of CSRR rules, regulations, policies & guidance. Experience with procurement operations of state contractors while sampling.Requirements
EDUCATION: Graduation from an accredited college or university with a Bachelor's degree in one of the Physical Sciences, Environmental Sciences/Studies, Chemical Sciences, or Biological Sciences; or in Environmental Planning, Environmental Policy, or Physical Geography; or in Civil Engineering, Sanitary Engineering, Chemical Engineering, Environmental Engineering, Mechanical Engineering, Agricultural Engineering, Mining Engineering, Industrial Engineering, or Bio-resource Engineering.NOTE: A valid Professional Engineer’s license issued by the New Jersey State Board of Professional Engineers and Land Surveyors may be substituted for the Bachelor’s degree in Engineering.EXPERIENCE: Four (4) years of experience in environmental control work including field investigations, inspection, and preparing reports on the environment or the preparation or review of Environmental Impact Statements, one (1) year of which shall have included supervisory responsibilities including preparation of employee evaluations of staff involved in technical or scientific work.NOTE: A Master's degree in one of the fields specified above may be substituted for one (1) year of the above experience.NOTE: All U.S. degrees and transcripts must be from an accredited college or university. All foreign degrees and transcripts must be evaluated for accreditation by a recognized evaluation service by the closing date of this posting.
