General Statement of Job
Manages environmental and safety programs under the direction of the Coordinator of Environmental Services. Responsible for interpreting, developing, and implementing district environmental programs to ensure compliance with local, state, federal and other regulatory agency requirements. Coordinate Facilities Management (FM) safety and training programs per applicable regulatory requirements. Manage various capital projects assigned by the Coordinator of Environmental Services.
Specific Duties and Responsibilities
Essential Functions:
Manages all aspects of the Richland One’s Asbestos Management Program to ensure compliance with the Asbestos Hazard Emergency Response Act (AHERA).
Manages Indoor Air Quality (IAQ) program, including receiving work order and investigating all district and/or public complaints. Coordinate staff and contractor efforts and provide timely response actions.
Manage/schedule all inspections, testing, and remediation of mold, lead, and/or other hazardous materials. Meet with contractors and stakeholders on site to communicate and implement remediation plans, including documented close-out upon completion.
Manage the district’s hazardous materials recycling/disposal program as it relates to chemicals, paints, science lab materials, light tubes, etc…
Manage FM’s hazardous communication program, including training and maintenance of a web-based SDS program.
Manage capital projects as assigned by Coordinator.
Manages the district’s fire extinguisher program, including annual testing and recertification
Develops and monitors maintenance and custodial safety programs, including providing/conducting periodic training sessions, inspections, and awareness programs.
Provide technical assistance to maintenance and project managers, engineers, maintenance and custodial supervision, to ensure all work performed is in compliance with district environmental guidelines and applicable regulatory guidelines.
Oversee various budgets and projects related to environmental and safety issues.
Maintains the Underground Storage Tank (UST) inventory and ensures regulatory compliance.
Stays abreast of recent developments and innovations related to the environmental and safety field. Actively participates in appropriate professional organizations (membership is recommended)
Provides building material samples for laboratory analysis to determine the extent of environmental hazards prior to any demolition work.
Operates a variety of equipment, such as environmental testing equipment, computer, printer, fax machine, calculator, copier, telephone, drafting equipment and safety gear.
Additional Duties:
Coordinates chemical and other inventory management activities for the Coordinator.
Performs general office duties as necessary, including maintaining accurate records and files, copying documents, etc.
Performs other related duties as required.
Minimum Education and Training
Requires post-secondary education in environmental related management (Bachelor’s degree preferred) or other relevant field supplemented by five years of environmental/safety management experience or any equivalent combination of education, training, and experience that provides the required knowledge, skills and abilities required. Must have a valid SC driver’s license without moving violations.
Minimum Qualifications and Standards Required
Physical Requirements:
Must be physically able to operate a variety of machines and equipment, including a computer, telephone, calculator, drafting tools, etc. Must be able to exert up to five pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects. Sedentary work involves sitting most of the time, but may involve walking or standing for periods of time. Must be able to lift and/or carry weights of five to ten pounds.

Requires the ability to compare and/or judge the readily observable functional, structural or compositional characteristics (whether similar to or divergent from obvious standards) of data, people or things.

Requires the ability of speaking and/or signaling people to convey or exchange information. Includes coordinating information and projects with a variety of groups and individuals, and receiving assignments and/or direction from the Director.
Language Ability:
Requires the ability to read a variety of laws, policies and procedures, technical and professional studies, budget documents, laboratory analysis reports, technical manuals, policy and procedural manuals, codes, specifications, blueprints and architectural drawings, etc. Requires the ability to prepare status reports, policies, budget reports, training lesson plans, correspondence, etc., with proper format, punctuation, spelling and grammar, using all parts of speech. Requires the ability to speak with and before others poise, voice control and confidence.

Requires the ability to apply principles of logical or scientific thinking to define problems, collect data, establish facts and draw valid conclusions; to deal with several abstract and concrete variables. Requires the ability to learn and understand relatively complex principles and techniques, to make independent judgments in absence of supervision, and to acquire knowledge of topics related to primary occupation. Requires the ability to record and deliver information, to explain procedures, to follow and give verbal and written instructions. Must be able to communicate effectively and efficiently with persons of varying educational backgrounds and in a variety of technical and/or professional languages including electrical, mechanical and civil engineering, etc.

Requires the ability to add and subtract totals, to multiply and divide, to utilize mathematical formulas, to determine percentages and decimals and to determine time. Must be able to use advanced applications of algebra, geometry and statistics.
Form/Spatial Aptitude:
Requires the ability to inspect items for proper length, width and shape, and visually read various information.
Motor Coordination:
Requires the ability to coordinate hands and eyes using office machinery; to operate motor vehicles.
Manual Dexterity:
Requires the ability to handle a variety of items, keyboards, office equipment, control knobs, buttons, switches, catches, etc. Must have minimal levels of eye/hand/foot coordination.
Color Discrimination:
Requires the ability to differentiate colors and shades of color.
Interpersonal Temperament:
Requires the ability to deal with people beyond giving and receiving instructions. Must be adaptable to performing under stress when confronted with emergency situations or tight deadlines. The worker may be subject to danger or risk to a slight degree.

Has a thorough knowledge of the methods, procedures and policies of the FM Department, as well as an understanding of the operations of the Facilities Management Department as they pertain to the performance of duties of the Environmental Manager. Is knowledgeable in the codes, laws, ordinance, standards and regulations pertaining to the specific duties and responsibilities of the position. Has thorough knowledge of the organization of the department and or related department and agencies. Has knowledge of environmental agencies. Has considerable knowledge of current environmental policies codes, trends and innovations.
