Highway Mechanic Supervisor (Specialist)
Working for the Department of Transportation, Division of Equipment (DOE); the incumbent will work under the general direction of the Staff Services Manager 1 (SSMI) or the Clean Fleet Chief. Supervise contractors installation and repair of GPS devices work, and related hardware in automotive, construction and highway maintenance equipment. May be assisted by a CT Heavy Equipment Mechanic Lead worker, other DOE employees or contracted technicians. Keep records, establishes training programs, implements departmental policies, prepare equipment and labor budgets, makes estimates for equipment repairs, improvements and disposal. Determine diagnosis, repair, use and transportation of equipment. Typically, work independently and act as lead in the absence of the Telematics - SSMI. Direct the efforts of contractors and field shop personnel. Ensures workplace safety and maintains positive relationships with external vendors to facilitate quality and timely service/repairs. Works closely with district personnel to prolong Caltrans GPS equipment in a safe and operable manner. Works with other State agencies to promote the economical use of equipment.

Working Conditions

This position is part of a team that involves teleworking and reporting to the office as needed/required. While in the State facility, employee will primarily work in a climate‑controlled office under artificial lighting. May occasionally visit field and equipment shop locations, walk on uneven or slippery surfaces, require occasional bending, stooping and kneeling. May require occasional overnight travel throughout the State. May be required to operate state vehicles.
This position may be eligible for telework. The amount of telework is at the discretion of the Department and based on Caltrans’s evolving telework policy. Caltrans supports telework, recognizing that in‑person attendance may be required based on operational needs. Employees are expected to be able to report to their worksites with minimum notification if an urgent need arises. The selected candidate will be required to commute to the headquartered location as needed to meet operational needs. Business travel may be required, and reimbursement considers an employee’s designated headquartered location, primary residence, and may be subject to CalHR regulations or applicable bargaining‑unit contract provisions. All commute expenses to the headquartered location will be the responsibility of the selected candidate.

- Possession of a valid driver’s license is required when operating a state owned or leased vehicle.
- The position(s) require(s) a valid and unrestricted Class C driver’s license.

The Statement of Qualifications (SOQ) serves as documentation of each applicant’s ability to present information clearly and concisely in writing. Please follow the instructions below; failure to include and complete the SOQ as instructed may result in the SOQ not being considered and in disqualification from the interview. Each question must be numbered and addressed in the same order as the questions below. The SOQ must be typed, single spaced and no more than two pages in length, and 12‑point Arial font.

2. Explain your knowledge and hands‑on experience with heavy‑duty equipment, fleet vehicles, diagnostics, telematics, and repairs. Provide specific examples of how you’ve solved complex mechanical or technical issues.
3. Describe your experience ensuring compliance with state or federal fleet regulations (e.g., smog, telematics, safety standards, procurement). What steps did you take to implement or enforce compliance?
4. Discuss a time when you had to communicate technical information to non‑technical staff, managers, or external vendors. How did you ensure your message was clear and effective?
